What You Will Be Doing

As an Analyst/Programmer 5, you will supervise a team of developers involved in database management, systems integration, and application development. You will participate in or direct others in application lifecycle management activities, using established industry project management best practices along with departmental guidelines and tools. Additionally, you will assist customers in defining system requirements and designing production systems.

The mission of the Department of Health is "to promote and protect the health and well‑being of Alaskans." The Division of Finance and Management Services (FMS) provides financial, administrative, facilities, and technology services to the department.

The DOH Office of IT is building a customer‑focused organization that promotes an individual's understanding of what delivers value to the customer and how to apply time and resources effectively and efficiently to achieve that value. DOH is committed to providing educational tools for all Business Applications employees and offers subscriptions to online training from Pluralsight, MSDN, and Safari Books Online.

Six (6) years of computer programming experience, of which at least two (2) years were at the project leader or systems design level. Two (2) years of experience must have been in a business application, scientific application, microcomputer, or computer information management support specialty. The specialized experience may be gained concurrently.

A bachelor’s degree with a major in Computer Science (CS) or Computer Information Systems (CIS), or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one (1) year of the required experience. An associate’s degree in Computer Science or Computer Information Systems may substitute for nine (9) months of the required experience in a specialty area.

There is no substitute for the systems analysis and design or project leadership experience.

An applicant who is considered under the substitution above qualifies to apply for this job class if the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.
