PURPOSE OF CLASSIFICATION
The primary purpose of this classification is to inspect Engineering Division Capital Investment Program (CIP) and represent the Town as the on-site inspectoron-site project inspector of construction to ensure that construction projects are completed in accordance with the approved plans and specifications. Knowledge of safe, quality construction practices, a good level of independent professional judgment, and decision making is essential.

ESSENTIAL FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Acts as the Town's primary field contact with the contractors, citizens, and the business owners affected by assigned construction operations.
Performs field inspections of CIP, road, utility, site/lot development, and infrastructure construction and repair projects conducted by private contractors and by Town-contracted construction crews to ensure project compliance with applicable codes, standards, and approved construction plans/specifications.
Interprets, explains, and ensures compliance with applicable state, county, and Town codes, ordinances, resolutions, regulations, standards, specifications, policies and procedures, as well as approved construction plans/specifications; initiates any actions necessary to correct deviations or violations. Knowledge of FDOT and PBC ROW design-construction standards.
Provides information and technical assistance concerning utility construction requirements; meets with and discusses problem areas with contractors, developers, engineers, architects, and property owners; recommends solutions to problems; responds to questions, concerns, or complaints; provides technical assistance and consultation to other Town departments.
Coordinates inspection activities with other Town departments, consulting engineers, contractors, property owners, utility representatives, outside agencies, or other individuals; sets up and/or attends pre-construction meetings; meets with contractors and other parties as needed throughout course of construction.
Conducts physical inspections of road/utility construction performed within road and alley right-of-way; inspects all phases of construction/repair from sub-grade to finished asphalt paving; inspects all phases of utility construction from trenching to finished grade or asphalt; conducts detailed inspection of grading, sub-base, base, and asphalt to determine proper depth, uniformity, grade, width, compaction, and quality of construction methods and materials; inspects projects for proper safety provisions, methods and practices, and for appropriate Maintenance of Traffic (MOT)/Temporary Traffic Control (TTC) operations through construction zones;

coordinates, inspects, and reviews material and geo-technical testing; conducts field measurements to verify conformity to plans, specifications, standards, and as-built drawings; performs basic surveying tasks.
Inspects all permitted civil engineering construction projects and work scope (other than building structures and similar facilities which are inspected by Building Department); inspects sidewalks, ADA sidewalk and parking facilities, driveways, grading, clearing, grubbing, and dredge/fill which are on road or alley right-of-way and on private residential, commercial and industrial property.
Reviews and interprets construction plans and specifications to identify errors, possible field problems, conflicts, or non-compliance with codes/standards; reviews material testing and geo-technical reports; researches Town codes, construction standards, technical manuals, or other resources as needed.
Completes inspections of construction work, methods, and materials and compares actual work to approved/planned work; determines whether projects are in compliance with applicable codes, specifications, and approved construction plans; identifies potential or existing performance deficiencies or structural deficiencies in new/existing civil engineering infrastructures; ensures that development improvements are in agreement with design plans; ensures that any damage to public property is corrected;

ensures that owners of the property or neighboring property are not adversely impacted by constructed improvements; enters results of inspections into computer database to generate inspection reports.
Works with contractors, developers, consulting engineers, architects, and property owners to achieve resolution of problems and compliance with all requirements.
