The Riverside County Department of Animal Services has an opportunity for an Administrative Services Analyst (ASA) I/II who will support the administrative and fiscal teams at the Riverside County (West) Animal Shelter in Jurupa, CA.
This position offers the opportunity to provide essential administrative support for a large, dynamic department of over 200 employees and thousands of animals in need, requiring strong organizational skills and attention to detail. The Administrative Services Assistant plays a key role in ensuring efficient operations by managing high‑volume tasks such as Public Records Act (PRA) requests, records retention, reporting, and developing/updating policies and procedures (SOPs).
Responsibilities include assisting with budget reviews, fiscal analysis, billing reconciliations, and audits, including drafting management responses and financial summaries. Additional duties involve supporting recruitment activities such as position management, Transaction Request Forms (TRFs), and New Employee Orientation, as well as contributing to safety program coordination. This is a fast‑paced, rewarding role within a collaborative environment that makes a meaningful impact.
Competitive experience includes delivering exceptional customer service, managing projects in fast‑paced environments, and demonstrating strong time management and communication skills. Experience working with programs like Chameleon, Microsoft Office Suite, People Soft (HR and Financial), Maas 360, Minute Traq, and Laserfiche is highly desired. Administrative support within clinic or shelter environment, knowledge of county or public sector processes, policy development, and SOP creation is also desired.
Competitive experience may also include recruitment support (interviews, position management, onboarding) and fiscal analysis/reporting.
This position may require working weekends and being on call for emergencies and events. Travel to other shelters and events may be required.
The Administrative Services Analyst I is distinguished from the Administrative Services Analyst II by the latter's performance of complex and difficult assignments requiring a lesser degree of review and a higher level of independence. ASA I is a natural progression underfill for the ASA II. Incumbents are eligible to promote to ASA II after obtaining one year of experience as an ASA I, receiving a satisfactory performance evaluation, and meeting the educational and/or experience requirements.
The Administrative Services Analyst II is distinguished from the Administrative Services Supervisor by the latter's responsibility for projecting, justifying, recommending, and implementing solutions to a variety of complex problems with limited direction and review from management. The ASA II is further distinguished from the Administrative Services Officer by the latter's responsibility for planning, organizing and managing administrative services activities in departments requiring a full‑time, stand‑alone administrative division to complete its mission.
The ASA II is not a natural progression underfill to the Administrative Services Supervisor or the Administrative Services Officer.
The level at which this position will be filled is at the department's discretion.
