Budget Analyst IV
The City and County of Honolulu is seeking a detail-oriented Budget Analyst IV to support the development and coordination of departmental operating and capital budgets. This position plays a key role in helping City departments achieve their goals through budget analysis and program management.
Responsibilities- Review and analyze operating and capital improvement budget requests
- Evaluate supplemental appropriations, expenditure schedule, and fund transfers
- Conduct program and operational evaluations to support management decisions
- Review requests for new programs, positions, reorganizations, and equipment purchases
- Conduct studies on organizational structure, staffing, and work procedures
- Collaborate with department leadership on budgetary policies and management initiatives
- Citizen, national, or permanent resident alien of the United States or a non‑citizen eligible under federal law for unrestricted employment.
- Equivalent to graduation from an accredited four‑year college or university with a Bachelor's degree in Political Science, Public Administration, Business Administration, Economics, or a related field.
- Work experience may substitute for a bachelor's degree on a year‑for‑year basis; for example, four years of professional work experience or four years of budget/fiscal/business management experience may be considered equivalent.
- Two years of progressively responsible professional analytical experience in evaluating the effectiveness of operating programs, applying budget analysis principles, and preparing clear written and oral reports.
- A Master's degree in Business Administration or Public Administration may substitute for six months of the required experience.
- Strong analytical, research, and quantitative skills, familiarity with municipal government budgeting, and the ability to assess program and policy impacts.
- Excellent written and verbal communication, interpersonal skills, and the capacity to build and maintain effective working relationships.
