Position OverviewBoating and Ocean Recreation Manager I:
Positions at this level are District (branch) chiefs who operationally manage and maintain a district-wide boating and ocean recreation program through subordinate staff consisting of Boating and Ocean Recreation Harbor Agents (BORHAs), clerical, maintenance positions, and others. They have district-wide responsibility for planning, organizing, supervising, coordinating and/or promoting operations and activities of the boating and ocean recreation program. Operational management is performed in accordance with Chapter 200, Hawaii Revised Statutes and in conformance with federal and State laws, rules and regulations.
Duties and responsibilities involve reviewing the overall boating and ocean recreation activities (personal and commercial) occurring in the district; developing plans to more effectively and efficiently meet the needs of the boating and general public; operating and maintaining assigned facilities and designated areas; and coordinating and implementing boating registration and license/permit systems as well as other district programs.
Key ResponsibilitiesOversee the operation and maintenance of small boat harbors, boat launch ramps, and other boating facilities in Hawaii.
Manage commercial ocean use permitting and vessel registration & titling.
Coordinate and implement boating registration and license/permit systems.
Assess and evaluate compliance with applicable laws, regulations and policies.
Develop and implement plans to enhance boating program operations.
Qualifications- Legal Authorization to Work: Citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
- Education Requirement: Graduation from an accredited four (4) year college or university with a bachelor's degree.
- Specialized
Experience:
Two and one-half (2-1/2) years of progressively responsible professional work experience involving marine or boating related activities. - Operational Management
Experience:
One (1) year of professional experience providing thorough knowledge of applicable laws, rules, regulations, and program management. - License Requirement: Valid driver's license at the time of appointment.
Additional Required Knowledge and

- Knowledge of maritime and boating regulations.
- Ability to develop and implement operational plans.
- Experience managing district-wide programs and staff.
- Strong analytical, organizational, and customer service skills.
