Position: EPIDEMIOLOGICAL SPECIALIST I - IV

See “Other Information” below. The hiring process is part of the Department of Health’s Hiring Innovation for Rapid Employment (HIRE) Pilot Project. The Pilot Project will defer the traditional screening of applications for minimum qualifications until after a selection has been made. Location: Island of Hawaii.
Salary Levels:

  • Level I: $4,243 – $5,162 per month (SR‑16, Step D to I)
  • Level II: $4,590 – $5,588 per month (SR‑18, Step D to I)
  • Level III: $4,961 – $6,043 per month (SR‑20, Step D to I)
  • Level IV: $5,369 – $6,535 per month (SR‑22, Step D to I)
Duties Summary

Level I: Receives formal and on-the-job training in epidemiological principles and methods, investigational and educational techniques used in the control of communicable diseases, instruction in the application of communicable disease laws, rules, and regulations; performs other related duties as assigned.

Level II: Performs limited epidemiological investigational and educational activities in the communicable disease control program; performs other related duties as assigned.

Level III: Performs the full range of epidemiological investigational and educational activities in the communicable disease control program; performs other related duties as assigned.

Level IV: Plans, organizes, and performs the most complex investigational and educational epidemiological activities in an assigned communicable disease program area, makes case assignments, assists in reviewing work performed by lower-level specialists, and may function as the Epidemiological Specialist in venereal diseases and other communicable diseases in a county; performs other related duties as assigned.

Minimum Qualification Requirements

Basic Education Requirement: Bachelor’s degree from an accredited four‑year college or university. Coursework must include at least three courses in the biological sciences, of which at least one is beyond the introductory level.

Specialized Experience Requirement:

  • Level I:
    None
  • Level II: 0.5 years
  • Level III: 1.5 years of progressively responsible professional work experience demonstrating knowledge and application of principles, practices, methods, and techniques used in identification, prevention, and control of communicable diseases. The experience must demonstrate knowledge of: causes and symptoms, social and environmental factors, pertinent laws and regulations, control methods, investigational and educational techniques, specimen collection and handling, and confidentiality requirements; and ability to conduct investigative and educational activities, interpret laws and regulations, perform clinical activities, and establish working relationships with affected persons, physicians, public health personnel, and the public.

For Levels III and IV, at least one year of required experience must have been comparable to the next lower level.

License

Substitution of Education for Experience

A master’s degree in a relevant field may be substituted for specialized experience as follows:

  • Six months of Specialized Experience for a master’s in biological science, public health, or related area.
  • One and a half years of Specialized Experience for a master’s in epidemiology or related area.
  • Two and a half years of Specialized Experience for a doctorate in epidemiology or a related area.
Selective Certification

Selective certification may be required for certain positions. Agencies requesting selective certification must demonstrate the connection between the training or experience and the duties of the position.
