Duties Summary
The Airport Pass & e plans, coordinates, monitors, and directs security activities in the district. The program implements provisions of Federal Aviation Regulations Part 139 and Transportation Security Regulations Part 1542, develops and recommends plans and programs to ensure the Airport Security Program, and advises the Airport District Manager, or the authorized person in charge, when any emergency or unusual situation is foreseen or occurs.
The Airport Security Identification Technician IV is responsible for supervising and conducting training of the lower level Airport Security Technicians. Makes assignments and monitors the qualify of work. This position is also responsible for the issuance and control of airport issued security and identification media, restricted area access permits or passes to restricted areas of the airport, security area card codes, security keys and related record keeping;
operation of a computerized IDMS (badging system); distribution of permit information, online application forms, badges, keys; accept, receipt and reconcile payments associated with the function of the Airport Pass & e.
Major Duties And Responsibilities
- Supervises and conducts training for the Airport Security Identification Technician (ASIT) I, II, and III. Makes assignments and monitors the quality of work.
- Maintains and tracks all background checks; receives and records background check results and communicates with applicants; corresponds with Federal Bureau of Investigations (FBI) as necessary; maintains all background check and fingerprint files; and maintains automated database.
- Refers disqualifying criminal offenses to Assistant Airport Superintendent IV for additional vetting.
- Conducts investigations into alleged Transportation Security Administration (TSA) violation regarding the issuance of unescorted badge. Prepares written findings and conclusion. Testifies in front TSA Inspector if needed.
- Corresponds with disqualifying applicants and airport tenants.
- Reviews Criminal History Record Check (CHRC) and (FBI) rapback for disqualifying criminal offenses, checks for lawful presence in the United States and recurrent check against the Terrorist Screening Center's watch list and other database.
- Vetting individuals for whom the government lacks reasonable suspicion from various watchlist as a known or suspected terrorist but who have links or associations with terrorists and terrorist activity.
- Testifies that the issuance of unescorted access was in accordance with federal laws and directives.
- Establishes new tenants and businesses into database and establishes authorized signatory for new tenants and businesses.
- Issues security keys and vehicle decals to authorized user.
- Examines applicants identification documents (following TSA 49 Code of Federal Regulations (CFR) 1542) to ensure they are genuine, belong to the person presenting them and are not outdated or mutilated and that all names on both ’s presented match; ensures the information provided by the applicant and Authorized Signatory is correct.
- Uses a risk-based strategy, by questioning applicants and evaluating their responses to ensure applicants completed their Disqualifying Crime statement and also completed the required security training themselves.
- Interacts with the Airport tenant's authorized signatories providing guidance and training on the Authorized Signatory Portal and by answering questions about the Airport process.
- Provides information to existing and new Airport holders regarding security requirements, background check investigation process and status, procedures on obtaining security items and gaining access to security areas and other routine information.
- Independently proctors security and other training in the Computer Based Lab and to monitor applicants for cheating and take any appropriate action as needed.
- Administers airport restricted area access badges; creates and mails billing letters for expired and lost badges and refund letter for returned badges; maintains files of all billing correspondence to Airport tenants and their Authorized Signatories.
