Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Temporary employees may become eligible for civil service membership upon satisfactory completion of a probation period of at least six months. Membership provides eligibility for promotion, transfer, and various rights and benefits of permanent employees, except return rights and placement rights associated with a reduction-in-force.

Performs a variety of employment service functions ranging from the simple to moderately complex, which do not require services of a fully trained journeyman specialist, and performs other related duties as assigned.

Must meet the State of Hawaii requirement: citizens, nationals, permanent resident aliens, or eligible under federal law for unrestricted employment.

A bachelor's degree from an accredited four-year college or university.

• Type A:
  Progressively responsible full-time experience in employment service, personnel administration, or related fields, with at least one of the following duties:
  • Obtaining applications for employment and assessing applicants' qualifications.
  • Determining job content and requirements.
  • Developing methods and techniques to improve personnel or employment programs.
  • Referring applicants to suitable jobs.
• Type B:
  Progressively responsible professional experience in social work or related fields, assisting youths or adults with personal, social, and emotional problems toward resolution.

Examples of qualifying experience include employment interviewer, employment counselor, personnel specialist, vocational counseling or guidance work, social caseworker, group worker, parole-probation counselor, student counselor, or religious counselor.

Work primarily concerned with employment interviewing, counseling, or guidance, or personnel work is not qualifying. For example, office manager or supervisory positions where the primary responsibility is not employment services, personnel recruitment, or counseling are not considered qualifying.
