current valid driver's license. This is a fourth level social worker position. Depending on education and experience you may also qualify for other lower levels. Relevant posting codes: 25-016TY (Social Worker I), 25-017TY (Social Worker II), 25-018TY (Social Worker III).

Summary of Duties

Hawaii State Judiciary social workers work in court programs with a variety of clients and issues. Functions may include, but are not limited to:

  • Supervision of juvenile law violators, adult law violators, defendants conditionally released from the Hawaii State Hospital, or juvenile status offenders.
  • Conducting child custody/visitation evaluations.
  • Assisting protection order petitioners.
  • Assisting in child welfare services cases referred to the Family Court.
  • Working with juveniles temporarily detained.
  • Engaging families and community in juvenile cases.

Issue areas include substance abuse, mental health, domestic violence, sexual assault, trafficking, child abuse and neglect, trauma, disputed child custody/visitation, victim restitution, and others.

Social Worker IV positions provide intensive social case work and related services in the most complex cases presenting a wide range of psychosocial problems. May supervise a small group of less experienced social workers, provide technical consultation, and perform other duties as required.

Minimum Qualification Requirements

Education Requirement: Graduation from an accredited four‑year college or university with a bachelor’s degree that includes a minimum of twelve semester credit hours in courses such as social work, social welfare, criminal justice, human services, counseling, psychology, sociology, or other related social sciences.

Excess work experience may be substituted on a year‑for‑year basis. Experience must have been of such scope, level, and quality as to assure possession of comparable knowledge and abilities.

Specialized

Experience:

Two and one‑half years of progressively responsible professional social work experience involving assessment, treatment planning, interdisciplinary collaboration, and client progress evaluation.

Substitution Allowed
  • Bachelor’s degree in Social Work or Criminal Justice Administration: qualifies for Social Worker II or six months of experience.
  • Master’s degree in Social Work or Criminal Justice Administration: qualifies for Social Worker III or one and one‑half years of experience.
  • Ph.D. degree in Social Work or Criminal Justice Administration: qualifies for Social Worker IV or two and one‑half years of experience.
Non‑Qualifying Experience

Examples of non‑qualifying experience include, but are not limited to:

  • Providing supportive services to professional social workers, vocational rehabilitation specialists, housing managers, or other professionals in public welfare or family court programs.
  • Determining eligibility for benefits under public welfare programs such as medical assistance or food stamps.
  • Providing vocational, educational, psychological, or pastoral counseling.
  • Providing occupational or physical therapeutic services.
  • Peace Corps or VISTA work that did not require application of professional knowledge of social work principles.
  • Relocating clients displaced as a result of urban renewal or similar reasons.
  • Trainee‑level social work experience (unless performed under competent supervision).
Driver’s License Requirement

Applicants must possess a current and valid driver’s license to operate a motor vehicle.

Prison Rape Elimination Act (PREA) Requirement
  • Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution.
  • Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent.
  • Has been civilly or administratively adjudicated to have engaged in the activity described in (b).
  • Has been the subject of substantiated allegations of sexual abuse or sexual harassment, or resigned during a pending investigation.
Probation Officer Position

Probation officers manage a case load of clients adjudicated for law violation(s) or status offense(s) placed under court jurisdiction for supervision under probation or protective supervision, provision of services, or monitoring for compliance. They engage in collaborative casework with clients who may have serious mental health issues, family conflict, extensive law violation histories, severe behavioral problems, disruptive parent/child relationships, drug and/or alcohol abuse, etc.
