Homelessness Special Assistant

LEGAL AUTHORIZATION TO WORK

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Education:

Graduation from an accredited four-year college or university with a bachelor's degree. A combination of training and experience can be used to meet this requirement.

Experience:

Two and one-half years of progressively responsible professional work experience in organizing, planning, and conducting a program to disseminate information about the activities and/or plans of an organization to the general public or individuals especially affected or interested in the organization's work. The experience must include dissemination of information through a variety of media on a continuous basis, i.e., television, radio, newspapers, publications, etc.

Lived experience with homelessness preferred.

Knowledge of:
Public affairs reporting (interviewing techniques and analyzing public records); public relations practice; theory and practice of communications media; journalism ethics; media law; public administration and management practices; research methods; strategic planning; effective methods of communication and presentation techniques; various media venues and strategies; office practices, methods and equipment, including a personal computer and applicable software.

Skills & Abilities to:
Produce and disseminate persuasive messages; edit news and publications; layout and design publications; provide administrative support in developing policies and procedures regarding dissemination of information; evaluate alternatives and reach sound conclusions; communicate effectively orally and in written form; apply applicable laws, codes and regulations; effectively manage time to meet short and frequently changing deadlines; exercise independent judgment, problem solving and decision making skills;

establish and maintain effective working relationships; develop understanding and goodwill; use a personal computer to prepare reports and maintain records; basic HTML skills.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.

This position is for the State of Hawaii, Department of Human Services, Statewide Office on Homelessness and Housing Solutions and is exempt from Civil Service.

This position is located in Downtown Honolulu, on the island of Oahu.

Salary:

The Statewide Office on Homelessness and Housing Solutions (SOHHS) works with state, county, and community agencies to develop solutions that prevent and end homelessness through transitional and permanent housing and supportive or assisted services, or both; tests innovative solutions to prevent and end homelessness; identifies and addresses system gaps by developing and implementing homelessness and housing strategies; develops a standard strategy for coordinated entry, needs assessment, and allocation of services and housing types to create pathways to permanent assisted and independent housing;

works with state departments and agencies to develop and maintain multi-year strategic and tactical plans and road maps as a part of the Hawaii Interagency Council on Homelessness (HICH) unified ten-year statewide strategic plan; and coordinates matters relating to homelessness and affordable housing between state and county agencies and private entities.

The primary purpose of this position is to administer a statewide communications program for the SOHHS and HICH‑SOHHS which includes developing, implementing, and coordinating a range of community/social initiatives relevant to address the issue of homelessness statewide.
