Position: SOCIAL WORKER OR HUMAN SERVICES PROFESSIONAL III - KAUAI

The current vacancy is with the Department of Human Services.

Salary: $5,107 to $6,221 per month (SR-20, Step D to I).

Note:

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

This recruitment will be used to establish a list of qualified candidates to fill the current permanent and temporary full‑time vacancies and may be used to fill future vacancies as they occur.

Employees appointed to temporary positions may gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Members of the civil service become eligible for promotion, transfer, and other rights and benefits afforded to permanent employees, excluding return rights and placement rights associated with a reduction‑in‑force.

Duties Summary

Social workers and human services professionals improve the overall quality of life for people by remediation and prevention of problems, enhancing accessibility, accountability, and coordination of service delivery. They work in various settings—hospitals, social service agencies, schools, correctional facilities, substance abuse, aging and family violence programs—to serve diverse populations.

Type A:
Fully Independent Worker

These professionals provide the full range of core human services: assessment of needs, development and implementation of service plans, direct services such as counseling or referrals, and monitoring, evaluation, and adjustment of service plans.

Example positions: support for developmentally disabled clients; assessment and care coordination for children with special health needs; oversight of child care providers, facilities, and homes to ensure regulatory compliance and to secure subsidies.

Type B:
Assisted Worker

These workers do not function at a fully independent level. Many of their cases involve clients who are hostile, resistant or present significant complexities, such as multiple severe psychosocial, physical/mental, and environmental problems.

Example positions: investigation of alleged child abuse or neglect under the guidance of an experienced worker or unit supervisor.

Program Areas for Current Vacancies
  • General Human Services (GHS) – Employment‑related or first‑to‑work services, childcare licensing services, economic assistance, medical assistance, vocational rehabilitation services for individuals who are blind, deaf‑blind or visually impaired.
Minimum Qualification Requirements

Applicants must meet all requirements for Social Worker or Human Services Professional as outlined below.

Legal Authorization to Work

The State of Hawaii requires all applicants to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment.

Basic Education
  • Social Worker:
    Bachelor’s or master’s degree in social work from a Council on Social Work Education accredited program, or a doctoral degree accredited by the Western Association of Schools and Colleges or comparable regional accreditation.
  • Human Services Professional:
    Bachelor’s degree from an accredited four‑year college or university with a minimum of 12 semester credit hours in courses such as counseling, criminal justice, human services, psychology, social work, social welfare, sociology or other behavioral sciences.

For Human Services Professionals, extensive work experience may substitute for coursework on a year‑for‑year basis if it provides equivalent knowledge, skills and abilities.

Specialized Experience

Applicants must possess progressively responsible professional work experience involving helping individuals and families find satisfactory ways to identify problems, cope with conditions, and function effectively within their environments, meeting the required number of years as outlined below. The overall experience must demonstrate scope and level of responsibility to perform the duties of the position.
