JOB DESCRIPTION
JOB SUMMARY:
The City of Kalispell is hiring for the positions of Engineer I and Engineer II in the Public Works Department. Both positions are exempt and involve overseeing municipal engineering projects, planning, design, contract administration, and coordination of citywide public works programs. The positions require professional civil engineering skills, experience in public works, and the ability to manage staff and contractors.

General
- Maintain excellent attendance and punctuality; work assignments are given orally and in writing with considerable independence.
Project Management (50%)
- Plan, draft, design, recommend, and approve construction and maintenance of city streets, curbs, sidewalks, ADA requirements, traffic signals, signs, pavement markings, drainage, sanitary sewer, water systems, solid waste service, and related public improvements.
- Ensure projects are completed on schedule, within budget, and meet required quality standards.
- Track construction progress and costs to achieve on‑time, on‑budget completion.
- Administer professional service contracts, including contract documents, amendments, change orders, and overall project administration.
- Review submittals for compliance with project specifications.
- Schedule and conduct pre‑bid, pre‑construction and progress meetings with contractors, consultants and staff.
- Process progress payments and change orders.
- Prepare quantity and cost estimates of proposed city projects.
- Procure and administer all relevant permits for Public Works projects.
- Notify property owners of project impacts and construction schedules; address and resolve complaints and concerns.
- Provide project oversight for contracted public works projects and infrastructure constructed through private development.
- Use contemporary survey equipment to establish vertical control and determine elevations, distances and locations for design and inspection.
- Prepare record drawings and documentation of completed projects.
Program Management (30%)
- Oversee consultants on construction plan development and cost estimation, ensuring criteria are met, plans are red‑lined, and schedules adjusted as necessary.
- Keep supervisors informed of project status.
- Manage phases of assigned Public programs, including Annual sidewalk and curbing installation, underground fuel storage tank mitigation, city-wide addressing, stormwater management, right‑of‑way, driveway, and erosion control permits, and impact & late‑comer fees.
Technical Management (20%)
- Provide technical review of new development and redevelopment design plans, reports and construction to ensure adherence to city standards.
- Review traffic impact studies and perform traffic analysis for city street networks.
- Prepare easements and legal descriptions; perform technical drafting; prepare record drawings and documentation of construction projects.
Peripheral Duties
- Respond to citizen and business community inquiries regarding city rules, regulations, ordinances, and project status.
- Offer technical support to Public Works staff.
Education
- Bachelor’s degree in civil engineering or closely related field from a four‑year college or university.
Experience
- Preferred public works project experience with utilities (water, sewer, storm), subdivision and road system construction.
- Supplemented with experience in construction design/inspection, drafting, and as a member of a survey crew.
Certification
- Successfully passed Fundamentals of Engineering examination (FE) or plan to pass within one year of hire.
Knowledge of
- Professional engineering principles for public works utilities, infrastructure, and facilities.
