Department Overview

The Information Technology (IT) Department supports all County operations by providing secure, reliable, and innovative technology services. This includes maintaining essential equipment like computers, phones, and internet access used daily by County staff. The department manages the County’s technology infrastructure, including networks, servers, cloud systems, and communications to ensure everything runs smoothly and safely. It plays a key role in supporting public safety through the maintenance of 911 systems, emergency radio communications, and Geographic Information Systems (GIS).

In addition to providing user support and custom software solutions, the IT team actively protects the County’s data from cyber threats and enforces technology policies that promote security and consistency. The department also leads efforts to explore and implement new technologies that improve efficiency, service delivery, and long-term resilience.

Job Summary

The Finance Technician is responsible for managing the full lifecycle of IT procurement activities for the County. This includes vendor management, contract negotiation, hardware/software acquisition, and compliance with County, State, and Federal procurement regulations. The role ensures cost‑effective, timely, and policy‑compliant purchasing of IT goods and services while supporting strategic planning and budgeting efforts. Additionally, this position includes processing claims and other financial transactions.

This position reports directly to the Information Technology Director.

Essential Functions (Major Duties or Responsibilities)

These duties are the essential functions and are not all‑inclusive of all duties that the incumbent performs.

Procurement & Purchasing
  • Assist in researching and evaluating IT and radio hardware, software, and services for all County departments in collaboration with IT management and applicable department leadership, following the County Equipment and Software Purchase and Disposal Policy.
  • Obtain bids, quotes, and estimates from vendors as required by the County Purchasing Policy.
  • Initiate purchasing tasks as authorized by the IT Director and in coordination with requesting departments.
  • Serve as the primary purchaser for all IT and radio departmental supplies and services.
  • Track purchases through the purchase order system and confirm receipt of goods and services.
  • Partner with leadership to manage vendor relationships and service level agreements (SLAs).
  • Assist in preparing, reviewing, and coordinating IT contract documents under guidance from IT management and in collaboration with the County Attorney’s Office and requesting departments.
  • Support contract negotiation processes by gathering information and coordinating with leadership.
  • Ensure contract documentation is complete and maintained once approved by the proper authorities (e.g., IT Director, County Attorney, Commissioners).
  • Track and manage contractor and vendor requirements, including insurance, W‑9s, and other documentation as required by County management.
  • Monitor contract performance and report issues to IT Management, assist with vendor communication and resolution efforts as directed.
License & Asset Management
  • Track and manage software licenses, subscriptions, and maintenance agreements.
  • Ensure timely renewals and compliance with licensing terms.
  • Maintain accurate records of IT assets and contracts using procurement or asset management systems.
Budgeting & Financial Administration
  • Participate in IT budget planning, including forecasting hardware/software needs and maintenance renewals.
  • Assist other departments in estimating technology‑related budget needs.
  • Process claims, invoices, journal vouchers, and reconcile monthly credit card bills.
  • Prepare reports on expenditures, savings, and compliance.
Policy & Compliance
  • Contribute to the development of IT procurement procedures by providing operational input.
  • Ensure adherence to approved IT procurement policies and procedures; ensure compliance with public procurement laws, cybersecurity standards (e.g., NIST), and sustainable purchasing practices.
