About Kamloops Central Business Improvement Association
The Kamloops Central Business Improvement Association (KCBIA), established in 2002 and marketed as Downtown Kamloops, is a member‑driven organization focused on strengthening the economic vitality, vibrancy, and long‑term sustainability of the downtown core. Guided by a clear mission, a vision of a vibrant and liveable downtown, and values rooted in integrity, accountability, responsiveness, and strategic use of resources, KCBIA serves as an advocate and champion for downtown businesses and property owners.

Through advocacy, promotion, beautification, and district programs and initiatives, the organization works collaboratively with its members, municipal partners, community organizations, and neighbouring business improvement associations to support a strong, active, and connected Downtown Kamloops.

Summary & Key Functions
The Executive Director is the senior administrative and strategic leader of the Kamloops Central Business Improvement Association, responsible for advancing the long-term vitality, vibrancy, and competitiveness of the downtown business district. Reporting to the Board of Directors, this role translates strategic direction into measurable outcomes through strong leadership across strategy execution, organizational operations, financial stewardship, and stakeholder engagement. As a highly visible and relationship‑oriented leader, the Executive Director works closely with business owners, municipal partners, community stakeholders, and members, leading a small, collaborative team while championing programs and advocacy that support economic vitality and downtown revitalization.

Balancing aspirational vision with hands‑on delivery, the Executive Director acts with integrity and a service‑oriented mindset, consistently placing the health and success of the downtown core at the centre of day‑to‑day and strategic decision making.

Strategic Leadership

Shape and advance the long‑term vision and priorities of the KCBIA.

Lead the implementation of the Board‑approved strategic plan and translate priorities into actionable operational initiatives.

Identify emerging economic, regulatory, and social trends affecting the downtown business district and provide analysis and recommendations to the Board.

Develop and execute multi‑year strategies supporting economic vitality, district competitiveness, and downtown revitalization.

Organizational Management

Oversee the day‑to‑day operations of the organization and ensure the effective delivery of KCBIA programmes and services.

Lead staff, consultants, contractors, and volunteers.

Foster a high‑performance organisational culture grounded in accountability, collaboration, and service to members.

Ensure strong project management practices across events, promotions, district improvement initiatives, and operational activities.

Governance Support

Work closely with the Board to ensure effective governance practices and organisational oversight.

Prepare Board meeting agendas, reports, and supporting documentation in collaboration with Board leadership.

Ensure the organisation operates in compliance with applicable legislation, by‑laws, and internal policies.

Financial Stewardship

Develop and manage the annual operating budget for Board approval.

Ensure responsible financial management and alignment with approved budgets and strategic priorities.

Maintain strong financial controls, reporting practices, and accountability standards.

Identify and pursue funding opportunities including grants, sponsor ships, and partnerships that support KCBIA initiatives.

Economic Development & District Enhancement

Lead initiatives that strengthen the commercial vitality and competitiveness of the downtown district.

Support business attraction, retention, and expansion strategies within the KCBIA area.

Actively participate in municipal planning discussions and initiatives related to the redesign and development of the downtown business district.

Stakeholder, Member, and Brand Leadership

Serve as the primary spokesperson and ambassador for the KCBIA.
