Purpose

The Manager, Safety & Security leads the effective application of Armstrong Collective’s safety, security, and emergency preparedness programs on‑site in Kamloops and assigned operations. The role contributes to strengthening safety culture and performance through consistent application of enterprise frameworks, regulatory requirements, and operational best practices, while supporting alignment and shared learning across Canadian and U.S. Operations. Reporting to the Senior Manager, Safety & Security, this role provides strategic oversight, expert guidance, and translates enterprise safety frameworks and regulatory requirements into practical, day‑to‑day actions that strengthen safety performance and operational effectiveness.

As a people leader, the role directly supervises Safety team members, balances hands‑on safety execution with leadership responsibilities, builds team capability, sets clear expectations, manages performance, and ensures resources are aligned to deliver safe, compliant, and effective operations.

Key Areas of Accountability People & Team Leadership
  • Lead, develop, and performance‑manage Safety team members, setting clear expectations, priorities, and goals.
  • Manage team workload and resources to ensure effective delivery of safety programs and operational support.
  • Provide coaching, feedback, and development planning to build team capability.
  • Support hiring, onboarding, and employee relations, including performance and corrective actions as needed.
  • Foster a collaborative, high‑performance team culture aligned with enterprise values.
  • Contribute to resource planning and budget management to support team priorities.
Site Safety Leadership & Culture
  • Act as a visible safety leader for the Kamloops Yard and assigned operations, reinforcing shared accountability for safe execution.
  • Foster a culture of accountability, learning, and respect, where risks are proactively identified and addressed.
  • Maintain a consistent presence in the yard, modelling sound judgment and safe practices.
  • Partner with operational leaders to strengthen safety capability, communication, and decision‑making.
  • Coach leaders and teams to build ownership of safety outcomes and proactive risk management.
Policy Leadership & Program Development
  • Support continuous improvement of safety, security, and emergency programs aligned with regulatory and enterprise requirements.
  • Provide subject‑matter expertise, tools, and guidance to support compliance and effective risk management.
  • Maintain and strengthen the application of the Safety Management System (SMS), ensuring it is practical, current, and embedded in operations.
  • Oversee execution of safety programs, ensuring consistency, quality, and alignment with enterprise standards.
  • Manage regulatory reporting with Transport Canada and Employment and Social Development Canada, ensuring accuracy and timeliness.
  • Partner with leaders to integrate safety requirements into operating procedures (e.g., General Operating Instructions).
  • Monitor program effectiveness through data, audits, and engagement, driving continuous improvement.
Risk, Incidents & Continuous Improvement
  • Lead or support risk assessments, inspections, audits, and incident investigations.
  • Provide oversight and direction to investigations, ensuring quality, consistency, and timely completion.
  • Apply structured analysis (root cause analysis) to identify systemic issues and inform corrective actions.
  • Support implementation of corrective and preventive actions that address root causes.
  • Monitor safety performance trends and key indicators to identify emerging risks and validate effectiveness.
  • Collaborate with People & Culture on injury management and Return‑to‑Work programs.
  • Share insights and lessons learned to support continuous improvement across locations.
Training & Capacity Building
  • Coordinate or lead safety training programs aligned with operational and regulatory requirements and departmental safety training.
  • Build leadership capability in safe work practices, risk awareness, and safety communication.
