PUC Compliance Specialist | State of Hawaii

This posting is for the State of Hawaii, Department of Commerce and Consumer Affairs, Public Utilities Commission. The position is located in Downtown, Honolulu, on the Island of Oahu. Starting Salary: $65,000 annually ($5,417 monthly). Contact:
The PUC office at , Monday – Friday, 7:45 am – 4:30 pm, HST. The State Recruiting Office will refer all inquiries regarding this exempt position to the Department of Commerce and Consumer Affairs, Public Utilities Commission.

Duties Summary

The Public Utilities Commission regulates all chartered, franchised, certificated, and registered public service companies operating in the State of Hawaii that provide electricity, telecommunications, gas, private water and sewage, motor and water carrier transportation services, and other entities as required by law ("regulated entities"). It enforces statutes, establishes administrative rules, and sets policies and standards.

The Commission also oversees a One Call Center, the Telecommunications Relay Services (TRS) fund, and a Public Benefits Fee surcharge, which supports energy‑efficiency programs administered by a third party on the islands.

The Commission's Consumer Affairs and Compliance Section (CACS) maintains contact with regulated entities, government agencies, and the public; disseminates information; provides investigation, complaint‑resolution, and enforcement services; prepares follow‑up; represents CACS at hearings; and conducts outreach and educational services.

The position responsibilities include:

  • Providing investigative, compliance, and administrative services in response to internal or external inquiries related to public utility regulatory matters.
  • Gathering data and following current developments in the regulated public utility industry for dissemination to the public.
  • Assisting the CACS Supervisor and CACS Officer in developing and implementing community outreach programs.
Minimum Qualifications

Knowledge:

  • Principles, practices and procedures of the Commission; its general orders, rules, tariffs and decisions; applicable Hawaii Revised Statutes; the legislative process; basic judicial and quasi‑judicial procedures; comprehensive research and analytical techniques.

Skills:

  • Plan, organize, and coordinate the presentation of reports and documents relating to regulatory programs and standards.
  • Write reports and prepare recommendations for review and final determination by the Commission.
  • Organize and analyze data in exhibit form for presentation to the Commission.
  • Provide effective oral and written communication, active listening, and demonstrate exceptional customer service.

Abilities:

  • Effectively and efficiently conduct research, identify and resolve problems in a timely manner.
  • Operate a motor vehicle to conduct field work, inspections, and educational outreach.
  • Prioritize and plan work activities; demonstrate accuracy and thoroughness; follow instructions and respond to management direction.
  • Manage time and multiple projects efficiently; initiate work activities independently.
  • Maintain professional appearance and demeanor; establish and maintain effective working relationships.
  • Communicate effectively, both orally and in writing; diffuse difficult conversations or situations with confidentiality.
  • Maintain regular attendance.

Education:

  • A bachelor's degree from an accredited college or university in an appropriate field (e.g., business administration, psychology, geology, criminal justice, finance).
  • Administrative, professional, or analytical work experience may be substituted for the required education on a year‑for‑year basis.
  • An advanced degree from an accredited college or university in a relevant field may be substituted for one (1) year of the required experience.

Experience:

  • Two and one‑half (2 ½) years of progressively responsible experience in areas such as compliance, program development and implementation, enforcement, and/or investigations activities.

  • None.
