Job Overview
Operates a municipal scale to weigh refuse‑carrying vehicles at a refuse disposal site or transfer station; issues certificate of measure; prepares, processes, and maintains records; performs related duties as required.
Responsibilities- Operates a mechanical scale in weighing vehicles carrying refuse.
- Identifies and punches license number or truck and route numbers on scale keyboard for record purposes.
- Selects proper certificates of measure for various types of loads and vehicles.
- Issues certificates of measure to weighted vehicles.
- Adjusts scale for the load being weighed.
- Locks scale to prevent damage to equipment and unlocks when truck is in position.
- Gives and receives applications from private haulers for billing accounts and explains basic regulations concerning disposal of refuse.
- Checks refuse or truck for conformance to regulations.
- Makes minor adjustments to scale daily to ensure accurate measurements.
- Prepares correction certificates when necessary.
- Informs Department of Transportation, Motor Vehicle Safety Office of vehicles weighed exceeding the gross vehicle weight of the vehicle.
- Prepares summary reports of total tonnage and cubic yardage by routes and trucks.
- Maintains records.
- Performs simple arithmetic computations.
- Operates an electronic computerized vehicle scale.
- Enters daily date/time data into the memory bank and ensures that the computer operates properly.
- Reviews and corrects incorrectly keyed data.
- Operates a motor vehicle to perform work‑related travel.
- Sweeps building housing the scales and rakes and cleans surrounding area.
- Graduation from high school.
- One year of work experience involving public contact.
- Possession of a valid State of Hawai`i Driver License (Class 3) or any other valid comparable driver's license at time of filing.
Note: Possession of a Public Measure master’s license is required prior to completion of probation.
Qualifications / ExaminationsAll applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education, and experience as presented in the application.

Knowledge and AbilityKnowledge of rules and regulations relating to the work, office practices, filing methods, standard office machines (including computers), and arithmetic.
Ability to operate and monitor a large mechanical or an electronic computerized vehicle scale and other related equipment; make simple arithmetic computations; compare names and numbers accurately; keep records; summarize materials and prepare simple reports; understand and interpret laws, ordinances, rules, regulations, and policies; determine and perform necessary corrective actions during malfunction or operator error; follow oral and written instructions; deal tactfully with the public.
