About Kansas City, Kansas Public Library: Kansas City, Kansas Public Library (KCKPL) serves Wyandotte County, a community in Northeastern Kansas with a population of around 170,000, with five library branches and three mobile libraries. KCKPL was formed in 1893 and came under the authority of the Kansas City, Kansas Public School District Board of Education in 1899, where itremainstoday. The mission of Kansas City, Kansas Public Library is to connect members of a dynamic community with information, tools, resources, and welcoming spaces to enrich lives in Wyandotte County.
Job Goal: The Training and Development Manager is responsible for leading and overseeing the Kansas City, Kansas Public Library's training and professional development programs. This position provides strategic direction for organization-wide learning initiatives, assesses workforce development needs, and ensures employees at all levels have access to effective, engaging, and accessible training opportunities. The Training and Development Manager develops and implements training strategies that support organizational goals, operational effectiveness, employee growth, and succession planning.
Working collaboratively with library leadership, managers, and staff, this position fosters a culture of continuous learning and professional development throughout the organization.
- Supervise and coordinate all functions of the Training and Development Department, including planning, prioritizing,delegating, and evaluating departmental work.
- Develop, implement, and oversee systemwide training and professional development programs that support organizational goals, operational needs, and employee growth.
- Collaborate with Administration, managers, and department leaders toidentifyorganizational training needs, address skill gaps, andestablishstaff development priorities.
- Assess the effectiveness of training and professional development programs through feedback, participation data, and performance outcomes; implement improvements as needed.
- Develop andmaintaindepartmental workflows, procedures, standards, and performance expectations to ensure efficient and effective operations.
- Hire, supervise, coach, develop, and evaluate departmental staff; provide leadership and direction to support departmental and organizational objectives.
- Manage the department's budget, including expenditures related to training programs, professional development opportunities, conferences, learning resources, and contracted services.
- Oversee staff participation in professional development opportunities, conferences, and organization-wide training initiatives.
- Oversee the planning of the bi-annual staff Inservice training days and other organization-wide learning events.
- Research emerging trends, best practices, and innovations in staff development, organizational learning, and library services; recommend and implement improvements as appropriate.
- Prepare reports and recommendations related to training participation, outcomes, and organizational development initiatives for library leadership.
- Attend library-related meetings, workshops, conferences, and committees as assigned.
- Perform other duties as assigned.
- Bachelor's degree in Human Resources, Business Administration, Education, or related field required.
- Master's degree in a related field preferred.
- Minimum of three years of progressively responsible experience in training and development, employee learning, organizational development, or a closely related field.
- Experience leading organizational learning, staff development, or workforce training initiatives
- Strong leadership, project management, organizational, and communication skills.
- Demonstrated ability to supervise, develop, evaluate, and support employees
- Ability to analyze training needs, evaluate program effectiveness, and develop long-term learning strategies.
- Demonstrated ability to build collaborative relationships with leaders, managers, and employees at all levels of the organization.
- Ability to work independently, prioritize tasks, and meet deadlines.
- Familiarity with public library operations and services preferred.
- Must have reliable transportation for work-related responsibilities.
- Must pass a background check according to library standards.
- Willingness to work evenings, weekends, and additional hours as needed.
- Strong commitment to the mission, values, and goals of KCKPL.
