The Kansas Department of Health and Environment (KDHE) is seeking an experienced Project Manager II to lead information technology projects that support agency operations and its mission to protect and improve the health and environment of all Kansans.
Position OverviewAs a Project Manager II, you will lead cross‑functional project teams in the development, planning, and execution of IT projects of moderate to high complexity using waterfall and hybrid methodologies to meet schedule, budget, regulatory, and security requirements. You will work closely with agency leadership, technical teams, vendors, and stakeholders—leveraging , Service Now, and Microsoft Project—for project scheduling, reporting, and portfolio management.
Key Responsibilities- Lead assigned IT projects through the full project lifecycle.
- Develop and maintain project charters, work plans, schedules, budgets, resource plans, and project documentation.
- Define project scope, objectives, deliverables, assumptions, constraints, and success criteria.
- Coordinate project activities among technical teams, business units, vendors, and external stakeholders.
- Facilitate project meetings and ensure completion of project deliverables.
- Monitor project performance and implement corrective actions when necessary.
- Support organizational project management standards and best practices.
- Establish and maintain effective relationships with project sponsors, customers, business partners, technical staff, and vendors.
- Develop and execute communication plans appropriate to project size and complexity.
- Prepare project status reports, dashboards, presentations, and executive briefings.
- Facilitate discussions to identify stakeholder requirements, concerns, and expectations.
- Manage stakeholder expectations and resolve communication issues that may affect project success.
- Perform project monitoring, risk, and issue management.
- Provide business analysis and requirements support.
- Enable PMO governance, compliance, and reporting.
- Coordinate vendor and contract activities.
- High school diploma required.
- Two years of direct experience in Business, Information Systems, or a related field, plus three years of direct experience leading and managing multiple IT projects utilizing best‑practice project management methodologies, or five years of similar experience without a qualifying degree.
- Certified in the Kansas Project Management Methodology or must obtain certification within twelve months of employment.
- Valid driver’s license and ability to operate a state, private, or rental vehicle for the benefit of the State.
- Proficiency in Microsoft PowerPoint, Microsoft Teams, Slack, Word, Excel, PowerPoint, Access.
- Experience with project lifecycle management, risk, issue, and change management.
- Problem‑solving and decision‑making skills.
- Exceptional verbal and written communication and presentation skills.
- Ability to manage multiple priorities in a fast‑paced, changing work environment.
- Budgeting, cost estimation, and risk management experience for IT projects.
- Strong attention to detail, proofreading, and editing skills.
- 4–6 years of direct experience in Project Management, Computer Science, Information Systems, or Business Administration.
- Experience with Microsoft Project, Service Now, and
- Program or portfolio governance experience.
Must possess a Kansas IT Project Management Methodology Certification or obtain certification within twelve months of employment.
