Overview & Responsibilities
Under the EU-funded Advancing Somalia’s Migration Governance with a Focus on Return and Reintegration Project (hereinafter “the project”), IDLO is supporting the Federal Government of Somalia to strengthen national migration governance by enhancing whole-of-government coordination structures, improving legal and policy frameworks, and laying the foundation for sustainable, rights-based return and reintegration processes. As part of its technical support to the Somali Federal Government, IDLO plans to assist the government in reviewing the draft Counter‑Trafficking in Persons (CTIP) Bill developed by the Federal Ministry of Justice and Constitutional Affairs.
Reporting to the IDLO Programme Manager for the Project, the consultant will:
- Conduct a full legal analysis of the draft CTIP Bill.
- Benchmark the draft against the Palermo Protocol, AU and IGAD frameworks, and regional CTIP laws.
- Review national laws for harmonization.
- Identify legal gaps and inconsistencies.
- Produce a comprehensive Legal Review Report.
- Advanced degree in Law.
- Minimum 10–15 years of relevant professional experience, including CTIP and legislative drafting.
- Strong legal drafting.
- Experience working in Somalia or similar contexts is an advantage.
- Outstanding written and verbal skills in English.
- Somali language skills are an advantage.
- Strong analytical, research, and synthesis skills.
- Knowledge of CTIP standards.
The contract duration will be determined and agreed upon with the consultant during the negotiation process. The primary deliverable will be a Comprehensive Legal Review Report. The start date is to be determined. Remuneration will be negotiated based on the applicant’s previous consultancy rates for similar work and their experience level.
