Background / Context

UN Women is implementing the Project “Ensuring Decent Work and Reducing Vulnerabilities for Women and Children in the Context of Labour Migration in Southeast Asia” (PROTECT). The project is implemented in Cambodia, Indonesia, Malaysia, and Thailand and aims to protect the rights of women migrant workers and migrant children in Southeast Asia through promoting decent work, reducing vulnerabilities, and preventing and responding to violence against women and children, human trafficking, and migrant smuggling.
The consultancy seeks a national consultant to support the development of Thailand’s second National Action Plan on Ending Violence against Women (NAPVAW). The main objective of this consultancy is to support the Royal Thai Government in the development of Thailand’s second NAPVAW.
Thailand adopted its first NAPVAW in December 2025. The upcoming NAPVAW will build on ASEAN and international standards and will be developed in close partnership with the government and key stakeholders, ensuring coherence with national priorities and alignment with ASEAN and global commitments.
The consultant will report to Thailand’s Country Programme Coordinator and, on a day‑to‑day basis, will work with the Programme Analyst and Programme Associate. The consultant will collaborate with the procurement team for venue selection and other administrative needs.
Responsibilities- Task 1 – Develop the consultancy workplan: Conduct preliminary consultations with MSDHS and UN Women to develop a draft plan of consultancy activities (virtual or in person).
- Task 2 – Conduct a Desk Review and develop an inception report:
- Review existing documents including the first NAPVAW, the End‑Term Review of the ASEAN Regional Plan of Action on the Elimination of Violence Against Women and Girls, and national and international instruments.
- Develop an inception report with the following structure:
Introduction;
Table of Contents;
Background information;
Proposed research design;
Proposed field schedule;
Preliminary list of relevant state and non‑state actors to be interviewed, including survivors of VAWG.
- Task 3 – Conduct and facilitate multi‑stakeholder consultations: Organise workshops and meetings with government agencies, CSOs, survivor advocates, service providers, researchers, and other relevant parties across Thailand to support the development of the second NAPVAW.
- Task 4 – Draft the National Action Plan:
- Integrate the first NAPVAW and the National Action Plan on Domestic Violence; develop a result‑based logical framework including indicators, targets, baseline, responsible institutions, and an estimated budget.
- Submit the draft to MSDHS and UN Women for review.
- Task 5 – Conduct validation workshops: Hold at least two validation workshops, incorporate recommendations, and finalize the draft NAPVAW.
- Deliverable 1 – Consultancy activity plan (31 March 2026).
- Deliverable 2.1 – Desk review of documents (30 April 2026).
- Deliverable 2.2 – Inception report (31 May 2026).
- Deliverable 3 – Final report on consultancies (31 August 2026).
- Deliverable 4 – First draft of the second NAPVAW (30 September 2026).
- Deliverable 5 – Final report on validation workshops (15 November 2026).
- Deliverable 6 – Final second NAPVAW (15 December 2026).
