OVERALL OBJECTIVES / RESPONSIBILITIES

  • Assists with the preconstruction and estimating process in creating and maintaining necessary policies, processes and procedures for the preconstruction services and estimating department.
  • Manages and/or assists in the preconstruction and estimating process from inception through project handoffs to the Project Management Staff.
  • Participates in the quantity take-off and bid processes.
  • Recommends software and tools required for efficient, accurate estimation.
  • Works closely with Project Managers to transition projects.
  • Works with the architect and owner during the preconstruction and estimating process.
  • Creates a project schedule with the Superintendent and Project Manager and ensures that the project budget and schedules are met.
  • Preconstruction Managers assist in making decisions that demonstrate full knowledge of the project and bind together the many diverse elements, bringing about a successful project.
  • Prepares and assembles bids and proposals for different contract types (Lump Sum, Guaranteed Maximum Price [GMP], Cost Plus, etc.).
  • Supports constructability reviews through communication with the project team, designers, and subcontractor market.
  • Has a strong, proven background in all facets of preconstruction and estimating.
  • Possesses excellent skills in managing multiple responsibilities in a fast‑paced environment, cost controls, estimating and collection abilities.
  • Has outstanding memory and retention capabilities and can set priorities, evaluate schedule, and eliminate project conflicts.
  • Measures, initiates, and implements work by external parties to meet the project schedule.
  • Possesses strong interpersonal skills and can work independently.
  • Is familiar with the use of control software in Excel, Word, Buzz Bid and Microsoft Project among others.
ESSENTIAL FUNCTIONS

In addition to other duties as assigned by the employer, the responsibilities of the Preconstruction Manager are outlined in the procedures manual and will be updated as necessary.

RELATIONSHIPS
  • Reports to and is accountable to the Director of Estimating & Preconstruction, and the Estimator also reports to the owner or owner’s representative and/or the architect for the project.
  • May have Project Managers who report to him or her while assisting with estimating projects, and may have Preconstruction Manager(s) who report directly to him or her.
  • Has accountability to subcontractors and their personnel, materials vendors, and consultants (engineering, testing, scheduling, etc.).
  • Maintains a close working relationship with Project Managers, Project Administrators, and accounting.
MINIMUM SKILLS AND QUALIFICATIONS
  • Focus and learn the company's core business strategies (Focus 15, Core Values, Processes, Procedures and Policies).
  • Assist in developing estimates and learning estimating processes from conceptual estimating through final construction documents and bidding.
  • Learn and utilize estimating software for bid solicitations (Building Connected), quantity survey (Buzz Bid), bid tabulations (Building Connected/Microsoft Excel), and developing estimates (Microsoft Excel).
  • Assist in developing preliminary project schedules using Microsoft Project.
  • Assist in developing budgets and bid clarifications using Microsoft Word.
  • Attend and assist in budget and bid presentations to clients.
  • Assist in buyout of projects upon final GMP approvals.
  • Assist in writing and developing bid packages and subcontractor scopes of work using Microsoft Word and Building Connected.
  • Attend prebid meetings and site visits to better understand all facets of the construction process.
  • Learn utilization of Pro Core for project management and estimating.
  • Attend networking events to meet clients, architects, engineers, subcontractors, etc., to develop relationships in the local market.
  • Utilize opportunities for development, including outside education and workshops.
  • Assist in further developing estimating policies and procedures, including project tracking, historical tracking, and further bid package and scope development.
  • Possess a valid driver’s license.
PHYSICAL DEMANDS AND CONDITIONS REQUIREMENTS
  • Ability to work additional hours as necessary to maintain project schedules.
  • Ability to travel as necessary.
  • Physical ability to review construction sites in all phases of construction.
  • Physical ability to make presentations and participate in meetings both on the construction site and in an office setting.
  • Ability to lift and or move up to 50 pounds, drive a vehicle, and sit in a constricted space for several hours at a time.
  • Ability to see, hear, and speak; includes close, distance, color, peripheral, and depth vision.
EDUCATION
  • Bachelor’s degree from a four year college or university in Architecture, Engineering, Construction Management/Administration, or a related field.
