Role Description

The Project Manager – Civil Engineering oversees planning, design, and delivery of municipal infrastructure and construction projects for the City of University City. This full-time, on-site role in Greater St. Louis includes managing project scope, schedules, and budgets; coordinating with internal departments, external consultants, contractors, and community stakeholders; and ensuring compliance with relevant codes, standards, and safety requirements. Daily responsibilities involve reviewing engineering plans, preparing technical reports and project documentation, monitoring construction progress in the field, and resolving issues that arise during design and implementation.

The role also supports long-term capital improvement planning, evaluates infrastructure needs, and recommends solutions that align with City goals and resources.

Qualifications
  • Strong civil engineering and infrastructure skills, with experience in the planning, design, and maintenance of public works or municipal systems.
  • Proficiency in project management and construction management, including coordinating multiple stakeholders and overseeing project life cycles from concept to completion.
  • Demonstrated budgeting and cost control abilities, including developing estimates, tracking expenditures, and optimizing project resources.
  • Prior management experience in construction and inspections of projects, site plan reviews, traffic engineering, stormwater and floodplain, expert testimony, record keeping and document production to meet legal and financial audit requirements.
  • Prior public works tools and methods experience in mapping, utility services, dedication and vacation of public right-of-way and easements, Neighborhood Improvement District projects.
  • Knowledge of local, state, and federal regulations, building codes, and safety standards relevant to public infrastructure projects.
  • Effective communication and collaboration skills, with the ability to work cross-functionally, present technical information clearly, and engage with community members and officials.
  • Experience with engineering and project management software (e.g., CAD, GIS, scheduling tools) and strong analytical and problem-solving capabilities.
  • Previous municipal or public sector project experience is a plus; commitment to equitable, inclusive, and high-quality public service is strongly valued.
Education/Training
  • Bachelor's degree in civil engineering or a closely related field from a college or university with major course work in Engineering, Architecture, or Construction Project Management or equivalent combination of education and experience.
  • Three years of increasingly responsible public works experience directing and managing engineering, construction, and capital improvement projects including two years of administrative and supervisory responsibility.
