Area Engineer

Duties

Serve as the area engineer, developing long and short range plans, setting work schedules, assigning priorities and directing staff.

Direct all supervisory actions, including training, performance awards, position management, grievance resolution, EEO compliance, and strict adherence to safety standards.

Serve as the primary point of contact with using agencies, contractors, the District Office, and higher echelons to ensure timely project completion.

Coordinate and review the work of Architect-Engineers, resolves field differences, lead meetings to resolve contract issues and negotiate changes.

Conduct periodic site inspections to evaluate engineering and technical phases of problem cases, recommending necessary adjustments to meet local requirements or deadlines.

Review and approve shop drawings associated with construction projects in strict accordance with existing regulations.

Provide contracting authority to negotiate, modify, and execute civil works and A/E construction contracts.

Requirements Conditions of employment

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

Temporary Duty travel up to 40% of the time.

Financial Disclosure (OGE-450) is required upon appointment and annually thereafter.

DAWIA Certification in Contracting within 36 months of appointment.

1 year Supervisory Probationary Period may be required.

Must be able to obtain and maintain a Secret Security Clearance.

Mobility agreement is required.

Valid State Drivers License in order to serve as an incidental motor vehicle operator is required.

Qualifications

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience;

Minimum Qualifications:

This position has selective placement factor which must be met prior to employment and for continued employment. Selective Placement Factor:
Must possess and maintain professional Registration as a Registered Architect or Professional Engineering (P.E.) License.

Specialized

Experience:

One year of specialized experience which includes: 1.) managing and overseeing diverse, multi-disciplinary construction activities, including civil works, military facilities, and Hazardous, Toxic, and Radioactive Waste (HTRW) remediation projects; 2.) serving as an Administrative Contracting Officer or in an equivalent technical contract administration role; 3.) performing comprehensive supervisory and administrative management duties over a technical or engineering workforce; and 4.) serving as a technical coordinator between using agencies, architect-engineers, prime contractors, and higher headquarters.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

Education

In addition to meeting the minimum qualification requirements listed above, you must also meet the basic requirements listed below:

Basic Requirement for a Civil, Electrical, General or Mechanical Engineer:

A. Degree:
Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics;
