Waukegan Community Unit School District No. 60 serves nearly 14,500 students in preschool through grade 12 and is located halfway between Chicago, Illinois and Milwaukee, Wisconsin on the shores of Lake Michigan. Our District has one early learning center, 15 elementary schools, five middle schools and a high school program divided between two 9–12th grade campuses. The District encompasses portions of Waukegan, Beach Park and Park City.

Essential Duties and ResponsibilitiesThe purpose is to improve the instruction of staff and increase the performance of students enrolled within the program. The EL Program Specialist will work with the Director of EL Programs and the EL Coordinator to assist in the smooth daily operation of the Department. This will include training in curriculum and testing for students for EL staff, assisting in the yearly placement of students into correct programming, ensuring correct certification of EL teaching staff, conducting placement conferences at schools, participating in school and District level committees as necessary, and working with student data and reports that depict student achievement for our program.
The Specialist will be able to assist the Director of EL Services and EL Coordinator in the administrative areas of training, testing, student placement, and data regarding all aspects for the ELL Program.
- Provide technical assistance to the English Language Learners Program Staff in the areas of curriculum, instructional materials, appropriate assessment, and progress reporting;
- Monitor the placement and exiting of students within the English Language Learner Program under the direction of the EL Director in accordance with the requirements of the approved departmental plan;

- Conduct, in cooperation with the Director, the annual staff development needs assessment to guide the delivery of relevant and timely staff development for departmental staff;
- Interpret assessment data to staff and parents effectively so as to assure that program improvement decisions are data driven in conformity with state and local standards;
- Gather relevant student performance data from teachers and report same in accordance with the requirement of the department plan, OCR requirements, and/or requests of administration;
- Assist in the correct placement of bilingual/EL students in accordance with relevant language performance data as measured by department staff at the elementary, middle school and high school levels;
- Determine and consistently communicate to students and families high expectations for bilingual/EL students;
- Work directly with elementary, middle and high school principals to ensure appropriate scheduling for EL program students;
- Provide guidance and information about EL students to the Assessment Coordinators to ensure compliance with state and local assessment requirements. Assessments include, but are not limited to high stakes testing;
- Work directly with the Manager of Bilingual Student Data and Assessment to gather and analyze data and create reports pertaining to student performance, assessment, etc., as requested by the Director of English Language Learners;
- Support the coordination of Special Education services in conjunction with EL services;
- Monitor bilingual and ESL teachers to have the proper certificates and are assigned to appropriate classrooms as needed…
