The Homestead Land Development Specialist IV expedites the planning, design, and construction of infrastructure developments and site preparation for new construction and for Repair, Maintenance and Operations for repairs, remediation, reconstruction of existing subdivision and offsite infrastructure, including drainage, water and wastewater systems.
JOB QUALIFICATIONS- Knowledge of:
- Laws, ordinances, and codes governing land development and construction technology; contract administration; public relations; report writing; the CIP budget formulation and expenditure processes; infrastructure requirements for the development of large tracts of land.
- Skills/Abilities:
- Able to deal effectively with architects, engineers, contractors, and personnel of other public and private organizations; evaluate bids and proposals; administer contracts; learn and apply government procedures relating to obtaining professional, construction, and other services; learn and apply laws and rules governing the CIP budget and expenditure processes; speak and write effectively; read and interpret plans and specifications.
- Education:
- Baccalaureate degree from an accredited university.
- Experience:
- Three years of progressively responsible professional work experience in land development, property management, and related fields and in field work that involves monitoring, evaluating, or conducting studies and analyses of programs or projects to make recommendations for the development or revision of standards, policies, procedures, or techniques; gathering and analyzing data to determine conformance with standards and requirements; recommending improvements or developing technical advice and direction pertaining to program standards, requirements, or techniques;
and independently performing the full range of program planning, development, and evaluation activities in a program related to the agency’s development plans and/or program activities in real estate development, construction of infrastructure for small to large development, or real property management.
- Three years of progressively responsible professional work experience in land development, property management, and related fields and in field work that involves monitoring, evaluating, or conducting studies and analyses of programs or projects to make recommendations for the development or revision of standards, policies, procedures, or techniques; gathering and analyzing data to determine conformance with standards and requirements; recommending improvements or developing technical advice and direction pertaining to program standards, requirements, or techniques;
- Specialized experience may replace the required bachelor’s degree on a year‑for‑year basis, and a master’s degree from an accredited university may substitute for one year of the required specialized experience.
- Computer (proficiency in computer programs such as Microsoft Word, PowerPoint, Access, and Excel desired), telephone, calculator, fax machine, copier, printer, digital camera.

- Prepares land for the development of residential, agricultural, and pastoral subdivisions and for commercial and industrial developments, including, but not limited to, utilities, roads, water systems, drainage and wastewater systems, buildings, and other facilities.
- Participates in the formulation of the Capital Improvement Projects (CIP) budget and in compiling data to justify individual new and on-going projects throughout the State.
- Participates in preparing the CIP expenditure plan and allotment requests for different phases of approved projects by priority order. Prepares requests for projects to be financed by DHHL funds.
- Prepares requests for Statement of Qualification from planning, architectural, and engineering consultants; participates in meetings with prospective consultants reviewing qualifications of consultants and recommends selection.
- Prepares and places advertisements for construction bids; participates in pre‑bid meetings to inform contractors of DHHL procedures and requirements; participates in reviewing financial and technical qualifications of bidders, compliance with bid requirements, and in recommending selection.
