Position: ASSISTANT CHIEF OF TREASURY

Position Information

The Department of Budget and Fiscal Services (BFS) is seeking to fill an Assistant Chief of Treasury position in Honolulu. The Treasury Division is responsible for the City’s cash management, bond issuance structuring and management, securing financing, and accounts receivable programs. The Assistant Chief of Treasury assists in administering overall activities of the Treasury Division, including centralized cash management, investment and portfolio management, bond issuance structuring and management, and accounts receivable programs.

Responsibilities
  • Assist with overseeing and managing the City’s treasury functional responsibilities, including cash, debt, and investments, with custody of public funds and securities exceeding $2 billion.
  • Develop and implement policies for administration, accounting, and financing operations.
  • Assist in directing cash flow management, including receiving, disbursing, and transferring funds.
  • Set investment policies and strategies for City funds, ensuring alignment with financial goals.
  • Coordinate, review, and manage bond issuances, including general obligation, revenue, and other bond types.
  • Ensure compliance with Federal, State, City, Securities and Exchange Commission, and Internal Revenue Service regulatory requirements related to municipal bond financing and support executive presentations and legislation for bond sales.
  • Administer the City’s accounts receivable and collections programs for real property taxes, special assessments, and other miscellaneous charges and fees; provide administration and collection of the O'ahu transient accommodations taxes.
  • Represent the department in meetings with governmental officials and other personnel.
  • Lead recruitment, training, and retention efforts to establish a top-tier Treasury operation.
  • Other related duties as required.

Minimum Qualification Requirements
  • At time of application, you must be a citizen, national, or permanent resident alien of the United States or a non-citizen eligible under federal law for unrestricted employment.
Education Requirement

Graduation from an accredited college or university with a bachelor’s degree in accounting, finance, business administration or a related field.

Substitution:
Work experience may be substituted for a bachelor’s degree on a year-for-year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree.

For Example
  • Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor’s degree.
  • Four (4) years of general work experience (does not need to be professional level experience) in accounting/finance may substitute for a general bachelor’s degree.
Experience Requirement
  • Four years of administrative financial management experience for a large business, financial institution, or governmental agency which shall have included cash and investment/portfolio management, accounts receivable program management, and/or bond issuance/structuring or securing other types of financing.
Applicable Skills Needed
  • The principles and practices of commercial and governmental accounting, organization, and administration.
  • State and municipal finance laws and regulations governing the handling of monies and securities.
Ability To
  • Plan, direct and coordinate activities of subordinates involved in a variety of functional areas.
  • Make decisions and take administrative actions.
  • Develop, evaluate and implement operating standards, policies, procedures and methods.
  • Prepare, analyze and maintain financial reports and records.
  • Draft and interpret laws, ordinances, and regulations.
  • Prepare correspondences and reports.
