This recruitment is being conducted under the Operation Hire Hawaii (OH-HI) project, a targeted outreach initiative featuring an expedited hiring process, fast-tracking qualified applicants into job opportunities throughout Hawai’i.
Applications will be reviewed for Legal Authorization to work in the US. Applicants who pass the Legal Authorization review will be referred to the hiring department for consideration and an initial review of the application. Applicants who meet the initial review requirements at the departmental level may be contacted for an interview. All applicants interviewed will be notified of selection or non-selection by the department.
The referral and potential interview do not imply that applicants have met all Minimum Qualification Requirements. A thorough review of all applications will be conducted by the Department of Human Resources Development and all applicants will be notified of the final disposition.
Salary: $4,590 per month (SR-18, Step
D)

Employees appointed to temporary positions may gain membership in the civil service upon satisfactory completion of an initial probation period of at least six months. Once you become a member of the civil service, you become eligible to apply for promotion and transfer opportunities to permanent as well as other temporary positions. You may also enjoy other rights and benefits afforded to an employee in a permanent position with the exception of return rights and placement rights associated with a reduction-in-force.
Summary
Performs a variety of employment service functions ranging from the simple to moderately complex which do not require the services of a fully trained journeyman specialist; and performs other related duties as assigned.

Legal Authorization To Work Requirement
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic
Education:
A bachelor's degree from an accredited four-year college or university.
Specialized
Experience:
Six (6) months of progressively responsible professional work experience in one or a combination of Type A or Type B experience:
- TYPE A : Progressively responsible full-time experience in the field of employment service, personnel administration or related fields which involved one or more of the following duties and responsibilities: obtaining applications for employment and assessing applicants' qualifications; determining job content and requirements; developing methods and techniques for the improvement of personnel or employment programs; referring applicants to suitable jobs. This experience must have provided knowledge of occupations, employment interviewing or counseling, or personnel management principles.
Examples include employment interviewer, employment counselor, or personnel specialist roles. - TYPE B : Progressive professional experience in the field of social work or related fields which involved assisting youths or adults with personal, social and emotional problems toward their resolution. This experience must have involved counseling or guidance in situations with moderately difficult problems. Examples include social caseworker, parole-probation counselor, student counselor, or religious counselor.
Non-Qualifying
Experience:
Work not primarily concerned with employment interviewing, counseling, or guidance, or personnel work.
