Planning & Support Project Manager IV

HJF is seeking a Planning & Support Project Manager IV who will be responsible for supporting senior management staff in the development, implementation, and evaluation of mission plans and programs, by tying in research priorities within the DPAA Indo Pac Directorate (IP). This includes coordinating with the DPAA Partnerships and Innovation Directorate (PI) regarding partner activities to ensure missions and research efforts are advanced collaboratively.

This position will be in support of the Defense POW/MIA Accounting Agency, Partnerships and Innovations Directorate (DPAA PI). The DPAA is the US Department of Defense Agency responsible for the recovery and identification of fallen US service members from WWII to the gulf war. Its mission is to provide the fullest possible accounting of missing personnel to their families and the nation.

To accomplish this, the DPAA sends out organic and partner investigation and recovery missions worldwide, and recovered material is analyzed in the state-of-the-art DPAA laboratory. DPAA expands its recovery and identification capacity and capabilities through various innovation initiatives, and partners with research and academic institutes to address research requirements.

The Henry M. Jackson Foundation for the Advancement of Military Medicine (HJF) is a nonprofit organization dedicated to advancing military medicine. We serve military, medical, academic and government clients by administering, managing and supporting preeminent scientific programs that benefit members of the armed forces and civilians alike. Since its founding in 1983, HJF has served as a vital link between the military medical community and its federal and private partners.

HJF's support and administrative capabilities allow military medical researchers and clinicians to maintain their scientific focus and accomplish their research goals.

• Develops and implements recommendations for resourcing strategies to achieve DPAA goals.
  Conceptualizes, proposes, and coordinates detailed recommended courses of action for sub-regional strategies and operations plans, consistent with the National Security Strategy, the DPAA Strategic Plan, and the US Indo-Pacific Command (USINDOPACOM) Strategy.
• Supports in-progress reviews and operations planning teams and assists in evaluating mission execution for compliance with established goals. Supports the identification of mission shortfalls and recommends modifications as necessary. Provides coordination for a designated cross-functional planning team within IP.
• Assists in evaluating goals and objectives for suitability with the DPAA's vision; develops proposals and makes recommendations, reviews plans and research with senior management and Regional Support Staff prior to execution to ensure understanding of requirements (courses of action, concept of operations, plans, research, funding, logistics, administrative requirements, and milestones) and responsibilities.
• Assists in comparing capabilities of potential strategic foreign governmental and military partners with DPAA requirements. Supports the DPAA at conferences on issues regarding strategic partnerships and international cooperation. Maintains continuous awareness of the strategic partnerships and international programs through interactions with DPAA PI, Embassies, host nation government agencies, and non-governmental organizations.
• Proposes related budgetary and personnel planning factors to enable Plans & Assessments Division's strategic programming. Prepares and supports drafting of various reports, briefings, fact sheets, issue papers, statements of requirements, and conducts briefings.
• Liaises between IP and DPAA PI to ensure IP's annual Regional Action Plan (RAP) and Agency OPLAN requirements are properly captured and conveyed. Provides status updates and feedback on these requirements from the planning process through their execution. Develops, proposes, and coordinates solutions for any and modifications to IP's RAP requirements with PI.
• May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

• Bachelor's Degree;
  Master's Degree preferred.
• Minimum of 9-10 years experience required.

• Demonstrated knowledge and experience in planning and coordinating overseas military or humanitarian operations.
• Extensive experience with DPAA mission and operations is required.
• Must possess strong written and verbal communication skills.
• Must be proficient in MS Word, PowerPoint, Excel, Teams, and Adobe Acrobat.
• Has a demonstrated history of initiative and achievement. Has a demonstrated history of working independently with client staff.
• Has experience supporting and anticipating client needs and demonstrating problem-solving skills.
• This position requires that you obtain and maintain a T1/Public Trust background check.
