Qualifications:

Valid Bachelor's degree from an accredited institution

Valid Texas teaching certificate, authorizing instruction for students in PK-5 (Elem), 6-8 (JH), or 9-12 (HS), as appropriate for the assignment

Texas ESL certification required

Minimum of three years of successful ESL classroom teaching experience, as appropriate for the assignment

Leadership experience (i.e. campus lead teacher, team leader, department chair, curriculum writer, etc.)

Ability to work with and lead adult learners

Ability to manage multiple projects simultaneously and respond to deadlines and priorities

Excellent organizational skills and attention to detail

Expertise in English Language Proficiency Standards (ELPS) and Texas Essential Knowledge and Skills (TEKS)

Knowledge of the unique educational needs of EB students (long-term EBs and Students with Interrupted Formal Education (SIFE), dually-served, etc.)

Knowledge of state and federal laws relating to EBs

Effective interpersonal skills (such as building rapport, actively listening, and giving/receiving feedback)

Ability to communicate ideas clearly and concisely, both orally and in writing

Experience with developing and delivering professional learning

Technological proficiency with productivity and learning management system tools

Primary

Purpose:

The primary purpose of this position is to support the daily operations and instructional programming for emergent bilingual (EB) students through: (1) high-quality implementation of the ESL program and compliance; (2) curriculum and instruction; and (3) parent, family and community engagement. This leadership position serves as a liaison between campus and district staff to ensure fidelity of implementation of district instructional ESL programs , provide job-embedded professional development, and accomplish specific district and campus goals relating to EBs .

This position ensures appropriate student placement and delivery of services aligned to the ESL program requirements.

Major Responsibilities:

Program and Compliance:

* Support the fidelity of ESL program implementation to achieve program goals and increase English proficiency and student academic achievement.

* Implement LPAC (Language Proficiency Assessment Committee) processes and procedures in alignment with state and federal requirements.

* Assist campus in addressing state and federal compliance requirements related to EB programs.

* Lead LPAC meetings for EB students, as required, to support appropriate instructional programming and services.

* Serve as LPAC representative for ARD/MTSS meetings as needed.

* Assist administrators and testing coordinators with TELPAS and STAAR preparations.

* Work with campus staff to appropriately schedule EBs.

Instruction:

* Collaborate with campus administrators and staff to ensure the appropriate instructional placement of EBs within the ESL program model based on individual language proficiency, academic needs, and program goals.

* Communicate EB students' language proficiency to essential stakeholders and progress monitor to ensure academic achievement and language development.

* Collaborate with teachers to develop meaningful linguistic and instructional accommodations that support content comprehension and language growth for EBs in the ESL program.

* Influence core content classroom practice through on-going support in content-based language instruction, lesson design, observations, and mentoring.

* Build teachers' capacity to develop students' language proficiency and academic achievement for EBs.

* Participate in professional learning activities for professional growth in job-related skills including content-based language instruction and research-based practices for EBs.

* Design and deliver professional learning aligned to student, campus, and district needs, that supports high-quality implementation of the ESL program.

* Support developmentally appropriate programs for dually-served EBs.

Parent, Family, and Community Engagement:

* Attend professional development activities relating to parent, family and community engagement for EBs.

* Provide and implement effective activities and strategies for EBs including parent, family, and community engagement activities as required in Every Student Succeeds Act (ESSA).

Working Conditions:

Ability to maintain emotional control under the stress of frequent interruptions, multiple tasks, deadlines, and technical problems/delays. Occasional changes in working hours for professional development and other events. Frequent standing, stooping, bending, kneeling, pulling, and pushing; prolonged use of a computer and repetitive hand motions. Occasional lifting over ten pounds.
