Manager - Purchasing

Assist the Director of Purchasing with managing the day‑to‑day operations of the Purchasing Department. Provide leadership, training, and oversight to purchasing staff to ensure efficient, compliant, and customer‑focused procurement operations.
Responsibilities- Support Purchasing staff in all phases of the competitive procurement process to ensure compliance with local, state, and federal procurement laws.
- Assist with the development and maintenance of written policies and procedures for the District's purchasing operations.
- Maintain up‑to‑date purchasing resources and information on the department website and intranet.
- Assist Purchasing staff with purchasing processes including vendor set‑up/management, requisition and purchase order processing, Furniture, Fixtures, Equipment (FFE), purchasing card and travel programs, and the contract approval process.
- Supervise and evaluate the performance of Purchasing staff as approved by the Director of Purchasing.
- Ensure Purchasing staff cross‑training and capacity to support District needs.
- Build and maintain positive vendor relationships in the best interest of the District.
- Assist Director of Purchasing with preparation and documentation of other purchasing matters as needed.
- Perform other duties as assigned.
- Bachelor’s degree in Business Administration or a related field.
- Five (5) years of purchasing experience required with at least three (3) years of public purchasing experience preferred.
- Professional certification preferred (TASBO or equivalent).
- Thorough knowledge of State of Texas purchasing laws, purchasing and acquisition procedures, contracts, legal, and local policy.
- Experience with financial software and electronic bidding.
- Proficiency in computer applications including spreadsheets, word processing, and presentations.
- Effective verbal and written communication skills, as well as strong interpersonal skills with an emphasis on customer service.
- Ability to resolve challenges effectively and in a timely manner.
- Strong initiative and attention to detail.
- Demonstrate a respect for and adherence to confidentiality.
