SUBSTANCE ABUSE SPECIALIST V - CORRECTIONAL FACILITIES - OAHU

Recruitment Number 25-0457. Posting open until 12 applications are received. Please apply immediately as recruitment may close at any time. The current vacancy is located at the Waiawa Correctional Facility in Waipahu, Oahu.

Salary: $6,043 - $7,351 per month (SR-24, Step D to I). Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Responsibilities

The Substance Abuse Specialist V level includes planning, organizing, supervising, and coordinating all activities of an operational unit concerned with carrying out day‑to‑day substance abuse treatment programs. Responsibilities include defining unit objectives, developing methods to achieve those objectives, supervising one or more Substance Abuse Specialist IV positions, supervising the provision of treatment services to inmates in the residential program, and supervising at least one intern/practicum student from Leeward Community College.

Minimum

Qualification Requirements
  • Legal Authorization To Work: U.S. citizen, national, permanent resident, or eligible under federal law for unrestricted employment.
  • Education: Bachelor’s degree from an accredited four‑year college or university.
  • Specialized

    Experience:

    3½ years of progressively responsible professional experience assessing individuals and developing individualized treatment plans, providing counseling and education in an alcohol and/or drug treatment program. Must demonstrate knowledge of treatment principles, methods, standards, and techniques.
  • Certification: State of Hawaii Substance Abuse Counselor (CSAC) Certification or an equivalent reciprocity credential from a jurisdiction that is a member of the International Certification & Reciprocity Consortium/Alcohol and Other Drug Abuse, Inc. (IC&RC/AODA, Inc.).
  • Driver’s License: Valid driver's license required at time of appointment.
  • Supervisory Aptitude: Supervisory aptitude, rather than experience, may be accepted if there is strong affirmative evidence of necessary abilities.
  • Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements will apply.
PREA Requirements
  • Has engaged in sexual abuse in a prison, jail, lockup, community confinement facility, juvenile facility or other institution.
  • Has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable to consent or refuse.
  • Has been civilly or administratively adjudicated to have engaged in the activity described above.
  • Has been the subject of substantiated allegations of sexual abuse or sexual harassment or resigned during a pending investigation of alleged sexual abuse or sexual harassment.
