JOB DUTIES :
This position is located in the Information Technology unit, Fiscal Services section of Kona Community Hospital, a 94-bed acute care facility located on the island of Hawaii, serving as the West Hawaii Regional Center, which also includes Kohala Hospital. It is one of nine facilities within the Hawaii Health Systems Corporation.
This position must work closely with the IT Manager, IT staff, HHSC Technical Services Director, and users to determine network and PC needs. This position makes recommendations and decisions regarding the design and use of hardware and software for the network, servers, PC’s, network operating systems, network applications, desktop operating systems, and desktop applications. This position will also propose and implement cost-efficient and reliable solutions to address business issues and produce desired results, while adhering to departmental and corporate standards.
May require standby call and call back duty.
Technical and Operational Support:
Provides efficient and reliable technical and operational support and service to the West Hawaii Region facilities and their user departments. Manages and maintains the network and associated equipment to provide services 24 hours, 7 days a week.
Consults with local and HHSC corporate network operations staff and service providers in order to facilitate problem resolution within the West Hawaii Region infrastructure, its wide-area networks, and the Internet. Analyzes and when appropriate, collaboratively implements suitable solutions to operational problems.
THE MINIMUM QUALIFICATION REQUIREMENTS ARE:
Applicants must meet all of the following requirements. Please note that unless specifically indicated; the required education and experiences may not be gained concurrently. In addition, qualifying work experiences are based on a 40-hour work week.

EDUCATION:
Bachelor’s degree from an accredited four (4) year college or university in Computer Science, Telecommunications, or related field.
Excess experience of the types and quality described below or any administrative, professional, analytical, technical, or other responsible work which provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents;
read and interpret complex written material; and solve complex problems logically and systematically.
SPECIALIZED
EXPERIENCE:
Three and one-half (3½) of progressively responsible work experience in information technology which involved the systems analysis, design, programming, security and access management, database design and management, consulting, and/or installing and maintaining computer software applications, hardware, telecommunications, and web or network infrastructure equipment. The work must have demonstrated knowledge and understanding of information technology principles, methods, techniques and practices; computer hardware, software and peripheral equipment;
and personal computer, server, mini and/or mainframe operating systems. Experience in health care setting preferred.
For the IT Specialist IV and higher levels, at least one year of the required specialized experience must have been at the fully competent level comparable to the IT Specialist III level.
For the IT Specialist V level, supervisory aptitude rather than actual supervisory experience may be accepted.
