Salary: $5,918 to $7,198 per month (SR-24, Step D to I)

The
Investigator V level
plans, organizes, directs, and coordinates the activities of an investigative agency concerned with civil, administrative and/or criminal investigations falling within its respective jurisdiction, where violations investigated are related to a specific program area, e.g., welfare fraud, etc., OR conducts civil, administrative and/or criminal investigations falling within a variety of jurisdictions, such as the Executive, Legislative or Judicial Branches, State departments or agencies, county and federal governments and regulatory boards and commissions, where violations or circumstances investigated are related to a broad variety of program areas, and are not limited to a specific program area (welfare fraud, controlled substances, etc.),
like that of lower investigator levels; and performs other related duties as assigned.
The current vacancy positions are located in the
Narcotics Enforcement Division (NED), Office of the Deputy Director for the Department of Law Enforcement (DLE). These NED positions have been granted police enforcement powers to execute the duties and responsibilities in accordance with Chapter 353C-4, Hawaii Revised Statutes (HRS).
These positions are responsible for the enforcement of the provisions of the Uniform Controlled Substance Act and the investigation of offenses of Part IV, Chapter 712, HRS, by conducting criminal investigations related to illicit drugs and clandestine laboratories which unlawfully manufacture controlled substances and precursor chemicals.
The duties and responsibilities of this level include undercover activities using informants; gathering of evidence and ensuring its proper handling; case preparation; serving warrants; making arrests; providing assistance to the US Attorney, the Attorney General or City and County Prosecutors Offices in preparing cases for indictment and appearing in court as an expert witness; and preparing investigative reports for criminal prosecution.

The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
Basic Education/Experience: Bachelor's degree from an accredited four-year college or university.
Specialized Experience: Three and one-half (3-1/2) years of progressively responsible
professional investigative
experience which demonstrated:
Quality of Experience: At least one (1) year of Specialized Experience must have been comparable in scope, complexity and responsibility to work experience characteristic of the Investigator IV class of work in State service.
The Investigator IV performs and/or supervises investigations involving suspected or actual violations of civil, administrative and/or criminal laws, rules, regulations or other legal requirements within an agency's jurisdiction; determines case approach and gathers supporting evidence or information; prepares reports; and performs other related duties as assigned.
