Brief Posting Description

The M WL LAND Department of the M LEGAL Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional).

Job Function

Negotiates and implements all activities and programs related to acquisition of real property rights needed to support system capital projects (transmission/sub transmission/substation/generation), new customer projects (distribution), for Hawaiian Electric, Maui Electric and Hawaii Electric Light projects, corporate office/operations through leasehold acquisitions/management tasks, and provides real estate management.

Essential Functions
  • Maintains liaison and negotiates with key City/County, State and Federal agency supervisory and staff personnel, estates and private landowners, attorneys, developers and negotiates for the purchase or disposition of land, easements, rights of entry, agreements, permits, applications, leases, deeds, and other real property interests for Hawaiian Electric, Hawai’i Electric Light, and Maui Electric (the Companies) system and customer projects.
  • Reviews and coordinates engineering plans and construction programs. Meets with Engineers/Planners to clarify real property needs. Verifies State and City/County planning and zoning designations. Performs on‑site inspections and manages real property assets. Coordinates easement mapping for preparation of legal documents. Prepares grants of easements, rights of entry, agreements, permits, applications, leases, and deeds. Prepares and obtains consent to easements from financial institutions and individuals.

    Prepares and reworks maps, drawings, and descriptions for exhibits to easement, rights of entry, permits, applications, leases, and deeds. Coordinates legal matters with attorneys on company land matters.
  • Maintain files, correspondence, records and logs for the Land & Rights of Way Division (i.e. Easements, Surveys, Consideration, Projects, etc).
  • Monitors legislative bills and government hearings that may affect the Company’s real property interests; prepares testimony and testifies as needed.
  • Provides background data and prepares Public Utilities Commission (“PUC”) applications for real property acquisitions/dispositions. Prepares and presents testimony to the PUC on land matters.
  • Manages in‑house and consultant real estate title investigations in both State Land Court and regular systems.
  • Manages all outside private and governmental requests for use of the Companies real property and easement areas, and manages Company land (new leases/disposal/out leases), and administers Company real property tax matters.
  • Manage companies real property assets. Prepare real property tax exemption claims and keeps records of related documentation.
  • Gathers information and prepares worksheets for annual capital and operating budgets for division.
  • Supports and undertakes special assignments, including group presentations, as directed by the Director of Land and Rights of Way.
  • Performs administrative duties of a Notary Public.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response. Other duties as assigned.
Basic Qualifications

Knowledge Requirements

  • Thorough knowledge of principles and practice of real estate management, negotiations and appraisal, and a good working knowledge of the State Land Court and the Bureau of Conveyances normally acquired through college level courses or equivalent experience.
  • Working knowledge of County Real Property Tax System (tax maps, title district).
  • Working knowledge of survey maps normally acquired through real estate, drafting or survey background.
  • Basic knowledge of the County subdivision process.
  • Thorough knowledge of legal documents including grants of easement; normally acquired through college courses, land management or equivalent experience.
  • Working knowledge of personal computers and/or mainframe systems and related software applications such as spreadsheets, word processing, etc.
