Job Description

This position monitors, administers, and reviews all budget and financial transactions for bond and capital project accounting, bank reconciliation, fixed asset accounting, and sales tax reporting. It ensures implementation of GASB 87 and 96 and administers the Debt Book application. The role also provides 1099 processing and reporting to the IRS and handles unclaimed property reporting to the state.

Summary

Monitor, administer, and review all budget and financial transactions for bond and capital project accounting, bank reconciliation and reporting, fixed asset accounting, sales tax reporting, etc. Ensure implementation of GASB 87 and 96, including monthly and annual reporting, as well as administering the Debt Book application for the same. Provides 1099 processing and reporting to IRS and unclaimed property to the state.

Major

Responsibilities and Duties
  • Record and reconcile all bond expenditures.
  • Produce periodic bond reports including bond and capital project reporting for the annual audit, retainage calculation and reconciliation.
  • Maintain and update the Debt Book software application for GASB 87/96 lease and subscription information.
  • Compile, reconcile, and report all capital asset financial information, including preparing depreciation schedules and asset information for the annual audit and Annual Comprehensive Financial Report.
  • Maintain complete records for all construction projects, ensuring all budgets and expenditures are accurate and current.
  • Reconcile bank statements for five‑monthly bank accounts for the district.
  • Prepare monthly, annual, and ad‑hoc financial reports that support the bond program.
  • Monitor and reconcile expenditures with budget availability.
  • Reconcile and process all 1099s for district vendors and file with IRS.
  • Perform fixed asset accounting procedures and coordinate with campus and departments to ensure proper recording.
  • Reconcile sales tax for monthly reporting to the state.
  • Monitor and reconcile unclaimed property for annual reporting to the state.
  • Prepare schedules supporting the annual external audit and assist with the preparation of the district's ACFR.
  • Work with administrators, principals, directors, and staff regarding accounting.
  • Establish and maintain professional relationships and open communication with principals, teachers, staff, parents, and community members.
  • Prepare timely audit schedules and financial statements according to federal, state, and GASB standards.
  • Maintain confidentiality.
  • Develop and maintain systems for retrieval, securing, and filing of all reports and records.
  • Participate in professional development activities aligned with district goals and current research.
  • Comply with all policies, operating procedures, legal requirements, and written directives.
  • Follow the Professional Code of Ethics and Standard Practices for Texas Educators.
  • Follow district safety protocols and emergency procedures.
  • Perform other related duties as assigned.
Qualifications
  • Bachelor’s degree (preferred: accounting, finance, or related field).
  • Certified Public Accountant (CPA) and TASBO Certification (preferred).
  • Minimum of three years of accounting experience at a high level of responsibility.
  • Knowledge of the Texas Education Agency (TEA) Financial Accountability System Resource Guide.
  • Knowledge of applicable State of Texas and U.S. government compliance requirements.
  • Knowledge of governmental accounting and auditing principles established by the Governmental Accounting Standards Board (GASB).
  • Ability to analyze and interpret financial data, evaluate accounting problems, develop solutions, and recommend improved procedures.
  • Ability to use software to develop complex accounting reports, spreadsheets, and databases.
  • Effective organizational, communication, and interpersonal skills.
