Director of People and Culture
As a key member of the Agency Leadership Team, the Director of People & Culture provides strategic leadership for all aspects of the organization’s people strategy, including workforce planning, employee engagement, labour relations, talent management, health and safety, and organizational development. In this role, you will lead the development and evolution of the People & Culture department and implement innovative people practices that support employee success, operational excellence, and the achievement of BGC Okanagan’s mission and strategic goals.

Key Duties and Responsibilities
Lead and develop the People & Culture function, ensuring delivery of high-quality human resources services across the organization.
Develop and implement people strategies that support employee engagement, retention, workforce planning, and organizational growth.
Provide leadership in labour relations, employee relations, compensation, policy development, and legislative compliance.
Foster a positive, inclusive, and high-performing workplace culture that enhances the employee experience.
Oversee recruitment and retention initiatives, workforce planning, and talent management strategies.
Provide strategic oversight of health, safety, and wellness programs, ensuring compliance with WorkSafeBC and employment legislation.
Partner with senior leadership to develop and implement organizational and departmental strategic plans.
Lead the ongoing evolution of the People & Culture department through innovation, process improvement, and service excellence.
Build and maintain collaborative relationships with external partners and stakeholders to enhance People & Culture services and support organizational objectives.
Qualifications
Bachelor’s degree in Human Resources, Labour Relations, Business Administration, Organizational Development, or a related field.
Chartered Professional in Human Resources (CPHR) designation is considered an asset.
7–10 years of progressive human resources experience, including at least 5 years in a management or senior leadership role.
Experience working in a unionized environment, with a strong understanding of labour relations principles and collective agreement administration.
Thorough knowledge of BC employment legislation, human rights legislation, occupational health and safety requirements, and human resources best practices.
Experience supporting multi-site operations and diverse work forces is preferred.
Proven ability to build strong relationships, influence and support leaders, and successfully lead organizational change initiatives.
Demonstrated strategic thinking, sound judgment, and ability to align people strategies with organizational goals.
Excellent communication, collaboration, and problem‑solving skills.
Hours:
35 hours per week, Monday to Friday; occasional evenings and weekends may be required
Salary: $90,000 to $96,000 per year
