The Director, Capital Planning and Development Okanagan leads and manages the campus Capital Planning and Development function, including long‑term capital planning, project planning, design, construction, renewal, and renovation of campus facilities and physical infrastructure. The role covers all institutional facilities, student housing, athletics, and projects up to $150 million. The director reports to the Associate Vice‑President, Finance and Operations (Okanagan) and the Associate Vice‑President, Facilities (Vancouver) and works closely with UBC Okanagan leaders, the UBCV Facilities team, and campus stakeholders such as the UBCO Executive, Student Leadership, academic departments, UBC Properties Trust, Treasury, Development and Alumni Engagement, Sustainability, IT Services, Student Housing & Hospitality Services, and Athletics.
Responsibilities
1. Capital Program Planning
Formulates and maintains a campus Capital Priorities Strategy aligned with the UBCO Campus Master Plan, Climate Action Plan, and the University’s Strategic Plan. The strategy prioritizes projects, determines life‑cycle costs, identifies funding sources, and reports to the UBC Executive and Board of Governors.
2. Project Development
Leads the identification of physical capital needs in partnership with Campus Planning and operations.
Prepares and presents project reports and proposals for executive and board approval.
Coordinates financing with UBCO Financial Services, Treasury, and the Development and Alumni Engagement Office.
Manages land‑use, permitting, and compliance issues with Campus Planning, city and regional authorities.
Ensures life‑cycle cost, technical, and operational requirements are addressed.
Appoints project managers (UBC Properties Trust for new builds, Project Services for renovations). Oversees governance through steering committees.
Facilitates project commissioning, turnover, and post‑occupancy evaluation.
Communicates outcomes to senior leadership and the Board of Governors.
3. Facilities Planning
Leads campus‑wide facilities and space planning for faculties, administrative, and ancillary departments.
Supports the Strategic Space Committee by providing data and analysis.
Prepares feasibility studies, cost estimates, and business cases for government funding.
Maintains space inventory, administers space‑use policies, and promotes efficient building usage.
Ensures compliance with BC University space standards and coordinates records with campus operations.
4. Project Services
Directs all projects handled by Project Services, including renovation and major renewal projects, through the Associate Director, Project Services. Provides clients with feasibility planning, cost estimating, design, regulatory, and construction support.
5. Service Quality
Provides timely, effective support to administration, faculty, and ancillary units; maintains open, two‑way communication; and implements a project follow‑up assessment process to gauge service satisfaction.
6. Team Building
Develops a high‑performance team, oversees recruitment, appraisal, promotion, succession planning, and retention; encourages innovation and continuous improvement.
7. Internal Relationships
Builds strong cross‑functional relationships across campus and the UBC system, including the Okanagan Executive, AVP teams, deans, unit heads, and UBC Properties Trust staff. Serves on university committees and task forces as needed.
8. External Relations
Supports Campus Planning and Operations in relationships with government officials, the City of Kelowna, the Okanagan Nation Alliance, the construction community, property management organizations, and other stakeholders.
Consequence of Decision
The director’s decisions impact capital projects’ timelines, budgets, and quality, influencing campus reputation, user satisfaction, and legal compliance.
