Regular/Full‑Time. Salary: $86,007.24 – $97,679.59 annually.

Responsibilities

The Supportive Housing Advisor administers funding and reviews the effectiveness of Non‑Profit Societies responsible for the delivery of housing and support programs. The Advisor approves operating budgets that often include multiple funding sources such as health authorities, other provincial organizations, private sector philanthropy and the federal government. They make recommendations regarding program implementation and provide high‑degree financial oversight and risk mitigation.

The role provides housing program expertise through a collaborative approach that adapts to the capacities of a range of service providers, builds and facilitates strong relationships with stakeholders, and offers vision, advice and leadership as a partner and advisor in achieving the Non‑Profit provider’s mandate and BC Housing’s objectives.

Candidate Profile Education & Experience
  • Bachelor’s degree in Public Administration, Business Administration or another relevant discipline, including university‑level courses in non‑profit society management and/or social service delivery.
  • Extensive senior‑level experience in non‑profit society management, delivery of social services, or community‑based programs supporting homeless and/or people with mental health and addiction issues; experience developing partner relationships, consulting non‑profit boards, and negotiating contracts.
  • Or an equivalent combination of education, training and experience acceptable to the employer.
  • Criminal record check required.
Knowledge,

Skills and Abilities
  • Considerable knowledge of the philosophies, principles and practices of government social and regulatory programs delivered by non‑profit societies.
  • In‑depth understanding of current social issues affecting tenant populations, including homelessness, mental illness, drug addiction, domestic violence, child protection and ageing.
  • Sound knowledge of BC Housing’s mandate, programs and policies in delivering social housing and services.
  • Broad cross‑functional knowledge of non‑profit governance, operations, budgeting, maintenance, procurement, contracting and staffing.
  • Proficiency with the Residential Tenancy Act, Societies Act, Co‑op Housing Act and Community Care and Assisted Living Act.
  • Ability to identify and mitigate risks associated with housing vulnerable tenants.
  • Knowledge of building structures and systems to recognize deficiencies.
  • Experience assessing audited financial statements for budgeting and contracting.
  • Strong consultative, facilitation, consensus‑building, negotiation, mediation, influencing and conflict‑resolution skills.
  • Excellent verbal, written, presentation and interpersonal skills.
  • Leadership, analytical, strategic thinking and problem‑solving abilities.
  • Proficiency with computer applications and databases.
  • Ability to understand and apply a range of program and operating agreements.
  • Capability to strategize, plan, coordinate and manage a complex portfolio of non‑profit societies.
  • Ability to provide strategic organizational and general management expertise to boards and executives.
  • Strong relationship‑management skills with Society boards, executives, and finance teams.
  • Ability to analyze complex, challenging, and sensitive issues and facilitate implementation of solutions.
  • Valid BC Driver’s License and access to a reliable vehicle.
