Tribal Affairs Director

Kawerak, Inc. is a non-profit organization that relies on federal agency and grant funding primarily to fund positions. This position is funded by agency or grant funding. This means that this position, as with all positions at Kawerak, is subject to availability of funding each year to continue to fund the position.

The Tribal Coordinator provides administrative, financial, and program support to Tribal Councils to ensure effective governance, compliance and service delivery. The position coordinates daily Tribal operations, including records, fiscal functions and implementation of Council directives. The role is structured in three progressive levels with increasing responsibility, independence and leadership.

Due to the diverse needs of Tribal Councils and communities served, the duties of this position may vary by location and over time. This job description reflects core responsibilities but is not intended to be an exhaustive list of all duties performed.

Placement within the role will consider the employee’s level of experience, knowledge, and ability to perform more complex or independent work, which may result in differences in assigned duties and expectations.

Brief Summary of

Job Responsibilities Tribal Coordinator I

Performs foundational administrative, financial and governance support duties under general supervision.

  • Perform financial operations including payroll, vendor payments, project-related invoices, local revenue activities, filing systems, and preparation of reports.
  • Maintain organized records for grants, contracts, insurance, banking, enrollment, policies and meeting documentation.
  • Provide administrative support to Tribal Council, committees, community initiatives and local service or assistance programs.
  • Process enrollment applications and maintain Progeny records and Tribal identification.
  • Perform recruitment support activities, including vacancy posting and maintaining personnel-related records as assigned.
  • Participate in conflict resolution among Council, staff, and community members in a respectful and professional manner.
  • Coordinate meeting logistics, prepare agendas and minutes, and carry out Council directives.
  • Perform general office operations, including mail, public inquiries, property/fleet tracking, facility coordination, and routine maintenance.
  • Coordinate community response efforts, events, and local initiatives as directed by Tribal Council.
  • Maintain professional working relationships with Council, staff, partners and community members.
  • Other duties as assigned.
Tribal Coordinator II

Builds upon Level I responsibilities and performs more complex duties independently, with increased oversight of financial, personnel and compliance functions.

  • Oversee financial operations including reconciliations, audits, budget tracking, grant compliance, accounting controls and coordination of local revenue or program-related financial activities.
  • Conduct regular budget reviews with program staff and support grant reporting and closeouts.
  • Manage hiring processes, onboarding, personnel documentation, organizational records and employee development processes.
  • Facilitate conflict resolution processes with increasing independence and provide guidance to Council and staff.
  • Maintain compliance with bylaws, policies, elections and governance requirements.
  • Serve as primary liaison with regional, state, and federal partners, coordinating services, programs and community needs.
  • Manage grant management systems and reporting structures.
  • Oversee property, fleet, contracts, RFP processes, and operational recordkeeping systems.
  • Other duties as assigned.
Tribal Coordinator III

Builds upon Level II and provides advanced leadership, fiscal oversight, policy development and strategic direction for Tribal operations.
