Department of Military and Veterans Affairs, Division of Homeland Security and Emergency Management (DHS&EM), Exercise Section. The position is in the General Government (GGU) bargaining unit, range 16. This position is open to Alaska Residents only.

• Lead the development, implementation, and management of a modern exercise program to ensure statewide and local preparedness for a wide range of emergencies.
• Oversee, coordinate, and evaluate jurisdictional exercise activities across all Alaska boroughs and communities representing over 90% of the state's population.
• Collaborate with multiple divisions supported by Homeland Security and Emergency Management to maintain an effective emergency response framework.
• Maintain a base access clearance, including a federal background check and a Defense Biometrics Identification System (DBIDS) card; obtain a Common Access Card (CAC) if required.
• Work full‑time on‑site at Joint Base Elmendorf‑Richardson; remote work may be permitted up to two days a week, subject to hiring-manager approval.

DHS&EM is located on Joint Base Elmendorf/Richardson. The workplace offers a paved walking/jogging trail, an on‑site café, and a no‑cost fitness center.

• One year of entry‑professional level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events; service as an Emergency Management Specialist 1 with the State of Alaska or equivalent elsewhere.
• Two years of entry‑professional level experience creating contingency plans, conducting exercises, responding to events creating civil disruption or environmental disturbance, or coordinating recovery.
• A bachelor's degree, plus one year of the foregoing experience.

• Willingness to travel across the state, including remote areas, and on a temporary basis outside the state.
• Capacity to work in austere facilities, variable work times, and extended shifts (up to 12+ hours).
• Ability to manage high‑stress situations with mental and emotional resilience.
