Job Description
The
Planning Technician
is an administrative support position working under the direction of the Planning Director. This position provides a broad range of administrative support functions for the Planning and Zoning Department including customer service, application review, maintaining files, preparing documents, and tracking progress related to zoning, platting, floodplain management, addressing, code enforcement, mapping, permitting, and land management. This position requires daily contact with the public, government agencies, other City employees, and municipal contractors.
This position will be scheduled for 24 hours/week and includes employer retirement contributions and paid time-off including holiday pay. It is not eligible for health insurance benefits.
Essential Duties and ResponsibilitiesProvide administrative support in all functions and operations of the City's Planning and Zoning Department, including zoning, platting, floodplain management, addressing, code enforcement, mapping, permitting, and land management.
Serve as initial contact for the public; route calls; research and provide information to visitors, agencies, City employees, and the general public on items relating to the Planning and Zoning Department.
Process and review planning and zoning permit applications, including building permits, sign permits, landscaping/site plans, conditional use permits, land leases and sales, subdivision plats, variances, encroachments, and rezones for conformity with City ordinances.
Prepare memos, letters, notices, requests, brochures, reports, tables, charts, maps, resolutions, and forms.
Prepare agendas, packets, and advertisements for public meetings in accordance with state and local public notice regulations.
Maintain a variety of files, documents, records, and databases including maps, permits, lands, and code enforcement; maintains project files; develop organized tracking systems; manage records and archive files.
Research and investigate issues related to violations of planning and zoning regulations and ordinances, including site visits.
Perform purchasing duties in accordance with City policies and procedures; participates in the budget process, including obtaining quotes, preparing requisitions, and placing orders
Collect distribute, and send mail, and prepare out-going mail; prepare mass mailings to public.
Attend and take notes at various meetings as assigned; often in public meetings that may take place outside of standard City working hours, including City Council meetings, Planning and Zoning Commission meetings, and other stakeholder and community meetings.
Schedule meetings and appointments and make travel arrangements, as assigned, in accordance with City policies and procedures.
Establish and maintain effective working relationships with government agencies, departmental colleagues, commissions/committees, clients, vendors, City employees, and the general public.
Attend Department training and other continuing education programs.
Maintain regular, reliable, and predictable attendance at work.
Perform tasks with minimal or no supervision and complete projects independently within established time frames and with constant interruptions.
Perform Notary Public duties.
Perform other related duties as assigned.
Minimum QualificationsAt least 18 years of age.
Possess a high-school diploma or equivalent.
Three (3) years of increasingly responsible administrative support experience.
Possess or obtain a regular or limited governmental notary commission within thirty (30) days of employment.
Possess or obtain a valid Alaska driver's license within thirty (30) days of employment and prior to operating a City vehicle. Applicants will be required to submit a Division of Motor Vehicles record upon request.
Supplemental Information DESIRABLE QUALIFICATIONSExperience with local or state agencies in code enforcement, land leases and sales, Geographic Information System (GIS) mapping, land use and planning, especially in administration of municipal codes and regulations.
Experience working in a dynamic, multi-tasking office environment with a demonstrated ability to prioritize a number of duties with sometimes inflexible deadlines.
