Temporary Equipment Operator - Streets - Winter Season

Job Description

The Temporary Equipment Operator is responsible for snow and ice control within the City of Kenai. The Operator must operate graders, loaders, sanders, and blowers, working under the general supervision of the Street Foreman. This is a temporary position scheduled to work during the winter maintenance season, which takes place from approximately November 1 through March 31. This position works varying schedules, and most hours worked are scheduled shortly in advance.

Hours are largely dependent upon weather demands and the ability of the employee to work on short, call‑out notice.

• Operate graders, loaders, sanders, sand trucks, plow trucks, vacuum trucks, backhoes, sweepers, snow blowers, and other heavy and small equipment as required.
• Perform general maintenance of all equipment used in work.
• Remove and plow snow from City streets and City property; spread sand on icy streets.
• Communicate effectively via radio, cell phone, and e‑mail; communicate effectively with co‑workers and the public.
• Complete assigned work with a minimum of supervision.
• Prepare documents including but not limited to timesheets, accident reports, and job safety analyses.
• Attend training programs as required.
• Have regular, reliable, and predictable attendance at work.
• Perform other duties as assigned.

• Be at least eighteen (18) years of age.
• One (1) year of experience operating graders, loaders, sanders, sand trucks, plow trucks, vacuum trucks, backhoes, sweepers, snow blowers, or other heavy equipment.
• Possess a valid Alaska Class “A” commercial driver’s license. Applicants will be required to submit a Division of Motor Vehicles record upon request.

The successful applicant will be given a conditional job offer conditioned on the applicant receiving a negative result on a pre‑employment drug test. Regulations also required the City to obtain drug and alcohol information and testing results from the applicant’s employers for the previous two years.
  
  Past violations may make the applicant ineligible for hire unless evidence is provided to the City that the applicant has successfully completed DOT’s Return to Duty Requirements.
• Work experience demonstrating knowledge of potential hazards and safety precautions applicable to the work. The applicant should have basic knowledge and understanding of the rules and regulations of the Occupational Safety and Health Administration.
• The employee must be available to work varying schedules including weekend days and evenings, City holidays, and shift extensions. The employee may be asked to respond to emergency call outs when available. The schedule is typically four ten‑hour days per week. The employee will be required to perform some work on weekends and nights and respond to emergency call outs when available.

• Three (3) years or more of progressively responsible work experience in street maintenance.
• Experience in the operation and maintenance of a wide range of heavy and light equipment.

The employee must be able to do strenuous work in a variety of weather conditions ( e.g., low temp., winds, snow, ice, fog, direct sunlight) and on surfaces at, above, or below floor level. Duties are performed both indoors and outdoors in a varied working environment, during day and at night or in the dark, and often in inclement weather and in extreme temperatures.

Inside work is usually in buildings, adequately heated, lighted, and ventilated. Noise from heavy equipment, hammers, saws, and other tools is frequent. There is dust and sometimes dirt when repairing structures and operating tools. The employee may be exposed to dust and other irritants and toxic/poisonous substances. The employee is required to drive a vehicle and perform some work inside a vehicle, including operating radios, and a cell phone.
