Range for Power and Energy Programs Analyst II:$88,622 to $126,602 (Target Hiring Range: $88,622 to $ 105,502)
Range for Power and Energy Programs Analyst III:$97,484 to $139,262 (Target Hiring Range: $97,484 to $116,052)
Position Purpose/SummaryThe primary purpose of this position is to perform professional-level analytical work in support of the District's power supply, transmission, conservation, and distributed energy resource programs, depending on organizational assignment. Under general supervision, the position conducts research, develops analysis and models, and prepares reports and recommendations to support planning, regulatory compliance, program implementation, and strategic decision-making.
Accountabilities- Support the District’s mission to serve our customers and foster a positive workplace by personally choosing behavior aligned with our values and ethical code.
- Perform research and analysis related to power supply, transmission, conservation programs, and distributed energy resources to support operational and strategic initiatives.
- Develop, maintain, and utilize analytical models, forecasts, and datasets to support load forecasting, resource planning, program performance evaluation, and financial analysis.
- Support development and implementation of plans such as the resource plan, power supply plan, conservation plan, demand response plan, and related program strategies.
- Assist in ensuring compliance with applicable federal, state, and regional requirements, including but not limited to Bonneville Power Administration (BPA), Energy Independence Act (EIA), Clean Energy Transformation Act (CETA), and Climate Commitment Act (CCA), by compiling data, preparing reports, and supporting audits and filings.
- Analyze and support management of power supply, transmission, and program-related contracts, including assisting with data validation, tracking, and documentation.
- Prepare technical reports, presentations, and recommendations for management, leadership, and external stakeholders based on data analysis and research findings.
- Support development, implementation, and evaluation of conservation and distributed energy resource programs by analyzing program performance, costs, and outcomes.
- Participate in cross-functional projects and initiatives by providing analytical support, coordinating data, and contributing to project deliverables.
- Collaborate with internal departments and external organizations, such as BPA, regional forums, consultants, and other utilities, to support program and planning activities.
- Stay current on industry trends, regulatory developments, market conditions, and emerging technologies related to power supply and energy programs.
- Provide support to other analysts and departments through research, data analysis, and special projects as assigned.
