The Public Works Waste Division Field Supervisor oversees the day to day operations of curbside waste, recycling, brush, tire and bulk collection. Also provides supervision of snow plowing routes. The Waste Division Field Supervisor is under the direct supervision of the superintendent of the superintendent of the Waste Division.

  • Prepares daily work schedule for routes.
  • Assigns personnel to routes.
  • Supervises and evaluates Waste Division employees.
  • Understands and assists with payroll.
  • Recommends the hiring of employees.
  • Recommends the discipline and/or termination of employees.
  • Oversees assignment of equipment.
  • Prepares equipment specifications for new equipment and other documents.
  • Oversees repair and preventive maintenance of assigned equipment.
  • Resolves complaints with citizens regarding curbside collection.
  • Respond to Administration and Aldermen complaints.
  • Oversees safety training.
  • Implements safety rules.
  • Oversees curbside collection training for new employees.
  • Prepares work schedules for snow removal and supervises snow routes.
  • Oversees the maintenance of the Waste Division facilities.
  • Oversees emergency tree removal (major storms).
  • Oversees the operation of the Bulk Waste drop-off site.
  • Oversees the operation of curbside bulk waste collection/code enforcement.

Required Training and

Experience:
  • Must have a high school diploma or GED; advanced course work in construction, construction inspection, and management desired.
  • Must have a minimum of three (3) years experience in the construction and maintenance of infrastructure such as streets, parks, waste collection or other public utilities/services.
  • Desirable to have at least one (1) year experience in a supervisory capacity.
Required Knowledge, Abilities, and

Skills:
  • Knowledge of construction and maintenance principles and practices for streets, grounds, and building facilities.
  • Knowledge of the principles and practices of supervision and management.
  • Knowledge of occupational safety rules and practices.
  • Knowledge of tools and equipment needed to perform public works construction, maintenance and repair.
  • Ability to supervise subordinates and to instruct them in the safety rules and practices of the work, and in the use of the tools and equipment of the job.
  • Ability to communicate effectively, orally and in writing.
  • Ability to work effectively with employees and the public.
  • Ability to make cost estimates for project needs including equipment and materials.
  • Ability to electronically plan and schedule work projects and personnel, write reports, and maintain digital records and files.
  • Ability to perform manual labor in all weather conditions.
  • Ability to handle reasonably necessary stress.
Physical Requirements:
  • Task involves frequent walking; standing; some lifting and carrying objects of moderate weight (12-20 pounds); and/or the operation of vehicles, office, shop keyboard, or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe and/or productive operations.
Environmental Requirements:

Task may require frequent exposure to adverse environmental conditions.

  • Must possess a valid commercial driver's license (CDL) Class B with air brake and tanker endorsements, and a good driving record; the City may allow the appointee the ability to obtain valid CDL within a time period designated by department or City policy if the applicant is a current CDL permit holder.
  • May be required to provide a personal vehicle for use on the job.
