Quality Control Manager – Federal Projects

Location: Project-based; nationwide travel

Type: Full-time, rotational project assignment

Overview:

We are recruiting on behalf of our client, a major North American infrastructure contractor, for a Quality Control Manager to support complex civil and infrastructure construction projects. This role plays a critical part in ensuring all construction activities meet contractual specifications, regulatory standards, and internal quality requirements.

The position operates as the on-site authority for quality systems, working closely with project management teams, subcontractors, and government representatives to ensure work is delivered safely, accurately, and in full compliance with project requirements.

Key Responsibilities:
  • Oversee project quality control systems across civil and structural construction scopes.
  • Maintain daily quality reporting and documentation aligned with contract and regulatory requirements.
  • Manage technical submittals, inspection schedules, and project documentation.
  • Conduct field inspections and quality phase meetings to ensure construction work meets specifications.
  • Track non-conformance reports, defects, and corrective actions to maintain project quality standards.
  • Coordinate inspection and testing activities with subcontractors, laboratories, and internal technical teams.
  • Work directly with project leadership, site teams, and federal inspectors to ensure quality compliance throughout project delivery.
  • Promote proactive quality management across the project team rather than reactive issue correction.
  • Field-based role embedded within active construction projects.
  • Projects often delivered for federal agencies and require strict documentation and inspection protocols.
  • Rotational schedule typically structured around approximately five weeks on-site followed by one week off, with travel and accommodation support.
  • Bachelor’s degree in Engineering, Construction Management, Architecture, or related field preferred.
  • Alternatively, strong practical experience (typically 5–10+ years) in heavy civil construction environments.
  • Experience working on infrastructure projects such as earthwork, waterways, dams, bridges, or major concrete structures.
  • Exposure to federal construction environments or government-funded infrastructure projects is highly desirable.
  • Familiarity with quality documentation systems and construction inspection processes.

Preferred Certifications & Systems:

  • USACE/NAVFAC Construction Quality Management (CQM) certification.
  • ASQ certifications such as Quality Auditor or Manager of Quality/Organizational Excellence.
  • Familiarity with systems such as RMS (Resident Management System) or QCS (Quality Control System).
  • Exposure to construction management platforms such as Procore or CMIC is advantageous.
Mindset & Cultural Fit:
  • Highly detail-oriented with strong documentation discipline and compliance awareness.
  • Comfortable operating in fast-paced construction environments where issues must be addressed quickly.
  • Confident challenging work practices when quality standards are not met while maintaining collaborative relationships with field teams.
  • Self-motivated and capable of managing quality systems independently within project environments.

This role offers the opportunity to support major infrastructure and federal construction projects while developing deep expertise in quality management within large-scale civil environments. Over time, experienced professionals may progress into regional quality leadership roles supporting multiple projects.
