This position is located in the Metropolitan Police Department (MPD), Organizational Culture and Wellness Bureau (OCWB), Human Resources Management Division (HRMD). The mission of MPD is to safeguard the District of Columbia and protect its residents and visitors with the highest regard for the sanctity of human life. The incumbent serves as a Management and Program Analyst responsible for conducting management studies, program evaluations, organizational assessments, compliance reviews, strategic planning initiatives, and administrative analyses supporting bureau‑wide human resources operations.
- Conducing comprehensive management studies, organizational assessments, and program evaluations involving HRMD functions, operations, policies, staffing structures, workflows, business processes, and administrative programs.
- Analyzing human resources programs, personnel management activities, workforce trends, operational metrics, staffing patterns, workload indicators, and service delivery outcomes to identify opportunities for organizational improvement.
- Evaluating the effectiveness, efficiency, and compliance of HR programs and operational activities and develops recommendations to improve program performance and service delivery.
- Developing, implementing, and monitoring performance measures, key performance indicators (KPIs), dashboards, scorecards, and management reporting systems used to evaluate organizational effectiveness and operational outcomes.
- Performing qualitative and quantitative analyses utilizing personnel data, operational statistics, performance metrics, survey data, and organizational information to support management decision-making.
- Conducting compliance reviews and operational audits of HR systems, processes, personnel actions, and administrative programs to ensure adherence to District regulations, MPD policies, collective bargaining agreements, and established procedures.
- Identifying operational risks, process deficiencies, data integrity issues, policy gaps, and internal control weaknesses and recommends corrective actions.
- Serving as a technical advisor to bureau leadership regarding workforce planning, organizational development, program management, performance measurement, and administrative operations.
- Leading special projects involving strategic planning, organizational change management, workforce initiatives, business process reengineering, operational assessments, and program modernization efforts.
- Coordinating cross‑functional initiatives involving HRMD units, bureau leadership, DCHR, OCFO, labor representatives, and other District agencies to ensure successful implementation of organizational objectives.
