The City of Kent is seeking a proactive and detail-oriented Training Development Analyst to lead city-wide training initiatives that support employee growth, legal compliance, and organizational effectiveness. In this professional role, you will design, implement, and measure the success of training programs, manage the City's learning management system, and collaborate closely with subject matter experts across departments to deliver meaningful learning experiences.
Working with significant independence, you will conduct needs assessments, create instructor-led and online training content, maintain the City's performance management system, and evaluate the effectiveness of learning programs through data analysis and reporting. This position also plays a key role in supporting HR projects and ensuring staff have the tools and knowledge needed to succeed in their roles.

The ideal candidate will have an associate's degree in communication, education, psychology, or human resources and three (3) years of experience creating publications and/or training courses, with at least two (2) years performing administrative support work.
This is a full-time, benefited position that is not represented by a union. All City of Kent employees and external candidates are eligible to apply.

$8,008.00- $9,763.00 per month, depending on experience

General
Purpose:
Under the direction of the Labor Relations Manager, perform professional-level duties in order to develop, implement and coordinate the City's training program for legal compliance and employee development. This position conducts needs assessments and develops dashboards to measure the impact of the City's training programs in support of organizational and departmental training initiatives.
Work is characterized by a professional-level coordination of the city-wide training programs, including but not limited to, the development, implementation and administration of the City's learning management system in support of city-wide training programs. Incumbent maintains and deploys the City's performance management system. Incumbent is regularly required to conduct independent research, provide training consultation services to department functional subject matter experts, and to communicate with City officials, departments, staff and outside agencies on other training-related matters.
Work is performed independently under limited supervision. Supervisor sets the overall objectives and resources available. Incumbent and supervisor work together to prioritize projects and to develop the deadlines and work to be completed. Incumbent is responsible for the work, plans and carries out the assignment, resolves most conflicts that arise, coordinates work with others, and interprets policies on own initiative with regard to established objectives.
Incumbent keeps supervisor informed of progress, potentially controversial matters, or issues with far-reaching implications affecting the agreed-upon work. Work is reviewed in terms of feasibility, compatibility with other work, and effectiveness of results.
Essential Duties and Responsibilities:
Develops and coordinates the overall city-wide training program, analyzing audience demographics to ensure conformity with training objectives and developing training plans to meet performance requirements.
