Westside Operations Manager
- Special Use and Commercial Leasing (Natural Resource Specialist
4). Full-time, permanent, represented position (WFSE).
Location:
Natural Resources Building, Olympia, WA. Salary: $5,398.00 – $7,254.00 Monthly. Work hours and partial telework flexibility may be available. Works under Product Sales and Leasing Division, assists in managing state trust lands throughout Western Washington on special use and commercial leases.
Special Use Lease Administration – Serve as designated expert for all aspects of lease administration for special use leases.
- Independently perform all aspects of lease administration and compliance, including negotiating new and expiring contracts, inspections, rent adjustments, payments, and insurance.
- Determine fair market rental values independently or in consultation with the department's chief appraiser.
- Consult with the Office of Attorney General, Department, and other agency specialists as necessary.
- Resolve leasing disputes in a prompt and professional manner.
- Regularly inform and update Westside Region management on lease status and address concerns.
- Act as information source for questions and identify concerns relating to acquisition, disposition, transfer, or exchange of Western Washington trust lands under lease.
- Evaluate state lands to establish best use, management improvements, and initiate development actions and priorities.
Commercial Lease Support – Provide support to the Commercial Real Estate program.
- Perform all aspects of lease administration and compliance under the Commercial Real Estate Program Manager.
- Assist with maintaining and updating the CRE property list and lease status.
- Draft and complete lease assignments, amendments, and rent adjustments.
- Assist with resolving leasing disputes promptly and professionally.
- Support new lease negotiations and manage due diligence processes.
Special Use Program Development
- Identify needs for program guidance and training; work with managers to develop plans.
- Develop and update programmatic policies and procedures.
- Create special use leasing document templates.
- Perform other duties as assigned for program development.
- Coordinate with Division and Region staff on operating and capital budget proposals and monitor expenditures.
Required Qualifications
- Bachelor’s degree in business, real property, natural resources, or related field AND (5) five years of professional leasing or land management experience; or equivalent combination of education and experience.
- Experience negotiating legal contracts.
- Proficiency in Microsoft Word, Excel or similar database management and ability to learn new software programs.
