Under the general direction of the Strategy, Planning, and Accreditation Deputy Chief, or designee, the incumbent is responsible for management of Puget Sound Fire’s Project Management Office and ensuring that all projects contribute to the operational effectiveness and strategic vision of Puget Sound Fire. They will be responsible for advising executive staff on governance policies and strategic oversight of project/program portfolio.

The role requires proactive project management and oversight of the program across a diverse set of teams, with a focus on setting and enforcing portfolio frameworks, standards, and specific deliverables. The incumbent will supervise assigned staff and will ensure resources and tools are available to support staff in the execution of tactical projects to ensure delivery on time, within scope, and within budget.

ESSENTIAL FUNCTIONS:
  • Manage the project portfolio, ensuring alignment with organizational strategy and goals.
  • Advise executive staff on prioritization of projects and resource allocation based on business needs, resource availability, and risk factors.
  • Manage assigned staff in accordance with policies, procedures, and applicable laws. Responsibilities include, but are not limited to, interviewing, hiring, training, assigning, and evaluating work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; recommending promotion and disciplinary actions; approving/scheduling sick leave and vacation time; and recommending terminations as appropriate.
  • Collaborate with stakeholders to define business cases and benefits for each project.
  • Report portfolio performance, including risks, issues, and progress to executive staff.
  • Recommend mitigation actions regarding project risks and issues to executive staff.
  • Oversee the coordination and administration of all aspects of ongoing projects throughout the project lifecycle.
  • Identify and communicate interdependencies and risks between projects within the portfolio.
  • Assist in resource tracking, such as staffing allocations and budgeting, to ensure optimal use of Puget Sound Fire resources.
  • Continuously monitor project outcomes, ensuring they align with Puget Sound Fire strategy and goals.
  • Maintain accurate documentation, including project plans, schedules, meeting minutes, and status reports.
  • Schedule and organize meetings, workshops, and other project‑related events.
  • Facilitate communication between team members, stakeholders, and project managers.
  • Ensure that portfolio documentation is organized and accessible to team members and the organization and it meets quality standards.
  • Contribute to the development and implementation of quality assurance processes.
  • Monitor and track project budgets and expenses, ensuring fiscal accountability and alignment with department funding priorities; contribute to the development of budget reports and financial documentation, as assigned.
SUCCESSFUL INCUMBENTS FOR THE POSITION WILL HAVE:
Knowledge:
  • Project management principles, methodologies, and practices, including project life cycles, risk management, and resource management.
  • Project management tools, software, and other relevant industry‑standard technologies, including tools for scheduling, document management, and communication.
  • Current literature, trends, and developments in the field of Project Management.
  • Best practices in professional and technical writing for project documentation.
  • Organizational skills to manage project documentation, schedules, and resources efficiently.
  • Correct usage of English grammar, spelling, punctuation, and vocabulary.
  • Research and analytical methods and practices.
Skills:
  • Strong written and verbal communication skills to convey information clearly, create comprehensive documentation, and facilitate effective communication.
  • Ability to supervise, lead, and influence others effectively. Applying principles and practices of administration, supervision, and training, including hiring, training, directing, evaluating, awarding and disciplining staff.
